A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA.
CALIFORNIA SUPPORTING: 1) THE EXTENSION OF WAIVER 1115 BETWEEN THE
FEDERAL GOVERNMENT AND LOS ANGELES COUNTY TO PROVIDE FUNDS FOR
RESTRUCTURING THE COUNTY HEALTH CARE SYSTEM; 2) THE RESTORATION
OF $1.9 BILLION IN FEDERAL CHILDREN'S HEALTH INSURANCE PROGRAM
FUNDS; 3) CALIFORNIA ASSEMBLY BILL 2034 (AB2034) TO PROVIDE .
ADDITIONAL FUNDING FOR OUTREACH AND COMMUNITY MENTAL HEALTH
PROGRAMS IN CALIFORNIA; AND 4) CALIFORNIA SENATE BILL 1703 (SB1703) TO
EXPAND CHILD CARE FUNDING TO LOW-INCOME WORKING FAMILIES.
WHEREAS, the City of Santa Monica supports a comprehensive range of human
services through various activities, policies and programs including the Community
Development Grants Program, and
WHEREAS, the City alone cannot fund every needed program or service to meet the
Community's needs, and
WHEREAS, the City of Santa Monica recently assessed community service needs and
priorities through the Community Voices: A Community Profile and Planning Project
(Community Voices), and
WHEREAS, one of the key goals established through Community Voices was to
encourage new partnerships among community members, the City, government sector,
education institutions and others to consider new and innovative forms of collaboration and
more effectively pool our resources, and
WHEREAS, the "Call to Action" articulated through Community Voices called for the
City to build networks and forge new partnerships to improve programs and services, and
to act as advocates with other governmental entities to ensure that Santa Monica receives
a fair share of resources, and
WHEREAS, priority needs and issues identified through Community Voices included
health care, mental health care, and child care services, and
WHEREAS, supporting measures to increase non-City funding of human service
programs including health care, mental health care, and child care services is an effective
way to further support the goals set forth through Community Voices and the Community
Development Grant Program.
NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA
HEREBY RESOLVES THAT:
Section 1. The Santa Monica City Council supports 1) the extension of Waiver 1115
between the federal government and Los Angeles County to provide funds for restructuring
the County health care system; 2) the restoration of $1.9 billion in the federal Children's
Health Insurance Program Funds (CHIP); 3) California Assembly Bill 2034 (AB2034) to
provide additional funding for outreach and community mental health programs in
California; and 4) California Senate bill 1703 (SB 1703) to expand child care funding to low-
income working families.
Section 2. The City Clerk shall certify to the adoption of this Resolution; and
thenceforth and thereafter the same shall be in full force and effect.
