CI'II v II"i.UI'IIIVICI'III......L ~U"""L1 1 1 ......v 1 WHEREAS, the downtown parking structures serve the Third Street Promenade and adjacent commercial district; and WHEREAS, the City desires to provide convenient, well maintained and "user friendly" parking to visitors, residents and employees: and, WHEREAS, the City has affirmed its commitment to the continuing revitalization of the Bayside District, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AND PROCLAIM AS FOLLOWS: SECTION 1. As of the effective date of this Resolution, the rates to be charged in P",rk-inn I\A""t""r 7nn"" n ",h",1I h",' , ~'"...'" ...~.~. -~..- - -. .-.. --. a. DUiing the hours of 8:00 a.m. to 6:00 p.m., parking shall be without charge for the first two (2) hours, and $1.00 per 30 minutes or part thereof, for all time beyond the second hour up to a maximum of Seven Dollars ($7.00) per day. 1 b. During the hours of 6:00 p.m. to 8:00 a.m. the following day, parking shall be Three Dollars ($3.00) per entry for each vehicle regardless of the amount of time the vehicle is parked. c. Permits for parking in Parking Meter Zone D shall be sold at a rate of Seventy- Five Dollars ($75.00) per month for unreserved spaces. SECTION 2. The City Council hereby finds as follows: Pursuant to Public Resources Codes Section 21080 (b) (8), and CEQA Guideline 15273 the rate increase provided for in Section 1 (a) is exempt from the provisions of the California Quality Act, Public Resources Code Sections 21000 et seq. since the rate increase is established to meet parking operating expenses, including employee wage rates and fringe benefits, or obtain funds for capital projects necessary to provide quality service in the maintenance service areas. More specifically, on June 13, 2000 the City Council awarded a parking operations contract for operations and maintenance of parking facilities. This contract provided for additional staffing resources, an enhanced level of maintenance and operating services as well as replacement and maintenance of parking access and revenue control equipment in the existing maintenance service area. City Council Resolution NO.9117 is repealed. SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and the same shall be in full force and effect as of January 15, 2000.
