A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA CALLING ON PRESIDENT BUSH
TO HALT NUCLEAR TEST EXPLOSIONS AND NEGOTIATE
AN END TO NUCLEAR TESTING FOR ALL TIME
WHEREAS the Cold War is over, wi th democratic processes
emerging throughout Eastern Europe and the Soviet Union; and
WHEREAS, there is no longer justification for continuing
the United States-Soviet nuclear arms race, the two countries
already possessing 60,000 nuclear weapons between them; and
WHEREAS, both the United States and the Soviet Union
continue to explode nuclear warheads underground in order to
develop n~w, more danqerous nuclear weapons; and
WHEREAS, nuclear test explosions by the United States and
the Soviet Union encourage the spread of nuclear weapons to other
countries and seriously hamper efforts to curb nuclear
proliferation; and
WHEREAS, nuclear test explosions allow the development of
costly new weapons at a time of huge deficits and tough budget
choices, thus draining much needed resources from our cities and
states; and
WHEREAS, the radioactive contamination of nuclear test
explosions has left several areas of the United states, soviet

Union, South Pacific, and China unfit for human, animal, and
plant life; and
WHEREAS, an opportunity to ban nuclear test explosions in
118 countries will occur January 7-18, 1991, in New York, namely,
a Test Ban Treaty Conference to amend the 1963 Partial Test Ban
Treaty, which banned atmospheric tests, into a comprehensive test
ban treaty, which would also ban underground explosions,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council of the City of Santa
Monica calls upon President Bush to immediately respond to the
Soviet offer to halt nuclear testing by joining them in a mutual
and verifiable suspension of nuclear test explosions.
SECTION 2. The City council of the City of santa Monica
calls upon President Bush to instruct his negotiators at the Test
Ban Treaty Conference to work with urgency for approval of a
Comprehensive Test Ban amendment.
SECTION 3. The City council of the City of Santa Monica
calls upon the members of the California congressional delegation
to support Joint senate-House Resolution Number 287 which urges
that President Bush take these steps, and to vote for legislation
that will cut funds for nuclear test explosions.

SECTION 4. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
