A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA CERTIFYING THE FINAL ENVIRONMENTAL
IMPACT REPORT ON THE PROPOSED PREFERENTIAL PARKING
ZONE BOUNDED BY 20TH STREET, WILSHIRE BOULEVARD,
14TH STREET, AND SANTA MONICA BOULEVARD, BUT NOT
INCLUDING 20TH STREET
WHEREAS, a Notice of Preparation of an Environmental Impact
Report was issued in February, 1989; and
WHEREAS, a Notice of Completion of a Draft Environmental
Impact Report was published in June, 1989, in compliance with the
California Environmental Quality Act and the City of Santa Monica
CEQA Guidelines; and
WHEREAS, in November, 1989, the Final Environmental Impact
Report was published; and
WHEREAS, on September 25, 1990, the city Council, as Lead
city Agency, reviewed the Final Environmental Impact Report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council has reviewed and considered
the Final
Environmental
Impact Report on the proposed
Preferential Parking Zone bounded by 20th street, Wilshire
Boulevard, 14th street, and Santa Monica Boulevard (but not
including 20th Street prior to acting on the project.

SECTION 2. The City council finds that the Final
Environmental Impact Report adequately reviews and analyzes
potential environmental effects of the proposed project.
SECTION 3. Consistent with Article VI, Section 12 of the
city CEQA Guidelines and Section 15091 of the state CEQA
Guidelines, the City Council finds that there are no reasonable
and available alternatives to the project that would
significantly and substantially reduce the impact on the
environment which would accomplish the project objectives, and
would be consistent with the land use goals of the City as set
forth in the standards of the Zoning Ordinance and General Plan.
While the project is anticipated to result in one significant
adverse impact to parking facilities, appropriate mitigations
recommended in the Environmental Impact Report will reduce these
impacts to a level of insignificance. The project is not
expected to result in any further significant adverse effects.
The mitigation measures include restriping 15th and 16th streets
within the project zone, providing sufficient off street parking,
and ensuring continued compliance by Santa Monica Hospital
Medical Center with its Traffic Management Plan. These measures
will significantly avoid or reduce the potential impact on
parking facilities and, therefore, the City Council finds that,
as substantially mitigated, the potential impact on circulation
is acceptable.
SECTION 4. Pursuant to Public Resources Code Section
21081. 6, the mitigation measures required by this Resolution
shall be monitored by the City to ensure project compliance. The

monitoring program shall include the filing of annual reports to
the city council and the designation by the City of staff, whose
principal function shall be to implement the mitigation measures.
SECTION
5.
The
City
Council
certifies
that the
environmental review for the project was conducted in full
compliance with State and city CEQA Guidelines, that there was
adequate public review of the Draft Environmental Impact Report,
that the city council has considered all comments on the Draft
Environmental Impact Report and responses to comments, that the
Final Environmental Impact Report adequately discusses all
significant environmental issues, and that the city council has
considered the contents of the Final Environmental Impact Report
in its decision-making process.
SECTION 6. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
