R-8122 ~ . e RESOLUTION NUMBER 8122 (CCS) (City Counoil Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING PARTICIPATION IN AND COMMITMENT TO THE SANTA XONICA COMMUNITY PARTNERSHIP TO PREVENT ALCOHOL AND OTHER DRUG PROBLEMS WHEREAS, the problems of alcohol and other drugs are a major social problem affecting our community; WHEREAS, in the 1989 "The Kids In Santa Monica: The Community Speaks Out" it was reported that 44% of high school- and 38% of middle school-age young people felt drug abuse is the greatest threat to them; WHEREAS, the 1989 report, liThe Kids In Santa Monica: An Action Plan for the 1990 I sn in its Call to Action sets forth the challenge that Santa Monica in the year 2000 be "a city that, because of the efforts of the past decade, is more supportive of youth than it was before and whose maj ors systems have been modified or enhanced to address their needsll; WHEREAS, the CLARE Foundation (hereinafter called "CLARE"), a community based non-profit, has worked to reduce problems associated with alcohol and other drugs for youth and adults in our community since 1971; WHEREAS, the Santa Monica Community Partnership to Prevent Alcohol and Other Drug Problems ((hereinafter called "Community Partnership") is an unincorporated association of public and private agencies united to plan and improve alcohol and other drug prevention activities in the city of Santa Monica; and WHEREAS, CLARE and the Community Partnership have jointly agreed to seek funding to support alcohol and other drug prevention efforts; e e NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES AS FOLLOWS: section 1. The City of Santa Monica agrees to be a partner in the community Partnership. section 2. The CLARE Foundation on behalf of the Community Partnership and the City of Santa Monica is authorized to apply for funding and administer any grant received from the Federal Office of Substance Abuse Prevention (hereinafter called nOSApu) for the purposes of drug and alcohol abuse prevention. section 3. The City Manager is authorized to negotiate and to execute all agreements and documents necessary to fulfill the purposes of this Resolution. Section 4. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: ~W'~ ROBERT M.
