RESOLUTION NUMBER 8l26(CCS)

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SUPPORTING STATE
PROPOSITION 145
WHEREAS, there are 250,000 homeless in California; and
WHEREAS, rising housing costs have hurt our most vulnerable
citizens worst, so that today families with children are the
fastest growing segment of the homeless population, and
WHEREAS, California has the largest shortage of low income rental
housing in the nation and there are four poor families for every
unit of low-income housing in the state; and
WHEREAS, according to estimates of the California Department of
Housing and Community Development, at least 7% of the state t s
households live in overcrowded housing, and 40% of the state's
farmworkers are living in overcrowded units; and
WHEREAS, according to HCD 1.3 million, or 13%, of the state's
housing units need to be rehabilitated or replaced; and
WHEREAS, rents in California have soared 375% in the last twenty
years, so that today nearly a third of all renters must pay over
half their income for rent; and
WHEREAS, median resale home prices are more than eight times the
estimated median income of renter households in California, so that
today only 20% of our families can afford a median priced homei and
WHEREAS, Proposition 145 authorizes $325 million
obligation bonds to provide financing for a variety
programs for the elderly, the handicapped, the
farmworkers, and first time homebuyers; and
in general

WHEREAS, individual citizens and organizations concerned with
housing and homelessness have come together to support Proposition
145 on the November, 1990 ballot; and
WHEREAS, the Santa Monica City Council finds that the State of
California needs a new commitment to affordable houslng and a
meaningful level of funding to help local communitles address the
rapidly growing housing problems of the homeless, the elderly, the
handicapped, veterans, the mentally ill, single mothers, young
families with children, and others for whom affordable housing is
unavailable,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
RESOLVES AS FOLLOWS:
Section 1. The City Council hereby endorses Proposition 145.
section 2. The City Clerk shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in
full force and effect.
