A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA
APPROVING A GROUND LEASE BETWEEN
RELIANCE DEVELOPMENT GROUP, INC.
AND THE CITY OF SANTA MONICA
Whereas, California state law and the City of Santa
Monica City Charter permits the City to enter into a Ground Lease
for the development of City owned property: and
WHEREAS, the city of Santa Monica has identified a parcel of
land located at the Santa Monica Municipal Airport (IIAirport
Residual Landll) on which development is appropriate and desired:
WHEREAS, the City prepared a Request for Development Proposal
(RFP) and released the RFP in April 1986 inviting private
developers to submit development proposals to the City for its
consideration: and
WHEREAS, the ci ty carefully evaluated the business terms
proposed by three development firms and on October ..lJ, 1987,
selected Reliance Development Group,
Inc. to develop the
property: and

WHEREAS, on October 27, 1987, the City Council authorized the
city Manager to negotiate a ground lease agreement with Reliance
Development Group, Inc. for the Airport Residual Land: and
WHEREAS, approval of a ground lease is categorically exempt
from the requirements of the California Environmental Quality
Act: and
WHEREAS, on October 3, 1989, the city Council conducted a
properly noticed pUblic hearing on the Ground Lease between
Reliance Development Group, Inc. and the city of Santa Monica at
which it received and reviewed the terms of the Ground Lease~ and
WHEREAS, the pUblic health, safety, and general welfare of
the citizens of the City of Santa Monica will be furthered by
approval of the Ground Lease;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The city council authorizes the city Manager to
negotiate and execute the Ground Lease with Reliance Development
Group, Inc. for the Airport Residual Land consistent with the
attached document Exhibit "Au.

SECTION 2. The City Clerk shall certify to the adoption of
this Resolution, and from then on the same shall be in full force
and effect.
