A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
APPROVING DECLARATION OF COVENANTS, CONDITIONS, AND RESTRICTIONS
PERTAINING TO DEVELOPMENT OF THE RESIDUAL LAND PARCEL
AT THE SANTA MONICA AIRPORT BY
RELIANCE DEVELOPMENT GROUP, INC.
Whereas, California state law and the city of Santa
Monica City Charter permits the City to approve declarations of
conditions, covenants and restrictions regulating conduct and
development on City property; and
WHEREAS, the City of Santa Monica has identified a parcel of
land located at the Santa Monica Municipal Airport
( II Airport
Residual Landtl) on which development is appropriate and desired:
WHEREAS, the city prepared a Request for Development Proposal
(RFP) and released the RFP in April 1986 inviting private
developers to submit development proposals to the City for its
consideration; and
WHEREAS, the City carefUlly evaluated the business terms
proposed by three development firms and on October 27, 1987,

selected Reliance Development Group,

Inc. to develop the
WHEREAS, on October~, 1987, the City Council authorized the
City Manager to negotiate the Declaration of Covenants,
Conditions, and Restrictions with Reliance Development Group,
Inc. for the Airport Residual Landi and
WHEREAS, approval of the Declaration of Covenants,
Conditions, and Restrictions is categorically exempt from the
requirements of the California Environmental Quality Act: and
WHEREAS, on October J, 1989, the city council conducted a
properly noticed public hearing on the Declaration of Covenants,
Conditions, and Restrictions of Reliance Development Group, Inc.
for the development to be constructed at the residual land parcel
at the santa Monica Airport at which it reviewed and approved the
terms
of
the
Declaration
of
Covenants,
Conditions
and
Restrictions; and
WHEREAS, the public health, safety, and general welfare
require the approval of the Declaration of Covenants, conditions,
and Restrictions;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The city Council authorizes the City Manager to
negotiate and execute the Declaration of Covenants, Conditions,
and Restrictions with Reliance Development Group, Inc. for the

Airport Residual Land consistent with the attached document
Exhibit nAil.
SECTION 2. The city Clerk shall certify to the adoption of
this Resolution, and from then on the same shall be in full force
and effect.
