A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA APPROVING THE APPLICATION FOR
GRANT FUNDS UNDER THE ROBERTI-Z'BERG-HARRIS
URBAN OPEN SPACE AND RECREATION PROGRAM FOR
DEVELOPMENT OF SANTA MONICA PARKS
WHEREAS, the Legislature of the state of California has
enacted the ROberti-Z'berq-Harris Urban Open Space and Recreation
Program, which provides funds to certain political subdivisions
of the State of California for acquiring lands and for developing
subdivisions of the State of California for acquiring lands and
for developing facilities to meet urban recreation needs; and
WHEREAS, the State Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program, setting up necessary procedures governing application by
local agencies under the program; and
WHEREAS, said procedures established by the state Oepartment
of Parks and Recreation require the applicant to certify by
resolution the approval of application(s) prior to submission of
said application(s) to the state; and
WHEREAS, said application(s) contain a certification that the
applicant will comply with all federal, state and local
environmental, public health, relocation, affirmative action, and

clearinghouse requirements and all other appropriate codes, laws,
and regulations prior to the expenditure of the grant funds; and
WHEREAS, the project(s) applied for under this program must
be of a high priority and satisfy the most urgent park and
recreation needs, with emphasis on unmet needs in the most
heavily populated areas~ and
WHEREAS, the applicant will enter into an agreement with the
state of California for acquisition or development of the
project(s),
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION l: The city Council approves the filing of an
application for fundinq under the Roberti-Z 'berq-Harris Urban
Open Space and Recreation proqram for Santa Monica Parks
development.
SECTION 2: The City council certifies that the City
understands the general provisions of the agreement.
SECTION 3: The city Council certifies that the City has or
will have sufficient funds to operate and maintain the project(s)
funded under this program.

SECTION 4: The City Council certifies that the City has or
will have available, prior to commencement of any work on the
project(s) included in this application, the required match.
SECTION 5. The City Council certi f ies that the proj ect (s)
included in this application conform to the open space element of
the city.s General Plan.
SECTION 6. The City Council authorizes the city Manager of
the city of Santa Monica to conduct all neqotiations and execute
and submit all documents including, but not limited to,
applications, agreements, amendments, and payment requests, which
may be necessary for the completion of the aforementioned
projects(s) .
SECTION 7. The City Council authorizes the City Attorney as
legal counsel for the City to sign any legal certifications
required under this program.
SECTION 8. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
