A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA SUPPORTING
CREATION OF CONSUMERS UTILITY BOARD
WHEREAS, the City Council of the City of Santa Monica
recognizes the tremendous and deleterious impact that the
increas1ngly hlgh price of utility services is having upon
residential utility consumers in the State of California1 and
WHEREAS, consumers, typlcally unorganized and lacking in
financial resources, are frequently unable to represent their
interests before governmental decisionmaking bodies1 and
WHEREAS, the City Council of the City of Santa Monica is
committed to informed, active citizen participation in the
utility planning and rate-making process; and
WHEREAS, consumer participation in the rate-making process
1S important to protect Californians from the burdens of
unjustified utility charges,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
The City Council of the City of Santa Monica
urges the California Legislature to enact legislation to give all
residential utility consumers an opportunity to participate ~n a

voluntarily-funded, citizen-governed, professionally-staffed
organization known as the Consumers utility Board.
SECTION 2. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
