A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ESTABLISHING PROCEDURES
AND CRITERIA FOR CONDUCTING RUNNING RACES.
WHEREAS, lt 1S proposed that the C1ty of Santa Mon1ca establ1sh
certa1n procedures and crlter1a for conductlng runn1ng races; and
WHEREAS, the conduct1ng of such runn1n9 races 1S 1n the publ1C
1nterest, and for the beneflt of the C1ty of Santa Mon1ca,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS'
SECTION 1. The Recreatlon and Parks Department shall be the
lead department 1n the reV1ew and approval of appl1catlon for runn1ng races.
SECTION 2. The follow1ng schedule 1S establ1shed for fll1ng
and processTng appl1catlons for runnIng races.

SECTION 3 The annual number of races shall be llmlted to a
total of SlX 10K and(or marathon races, unless walved by mot1on approved
by the Clty Counc1l
The slngle except10n shall be 1n 1984 when the Olympic
Marathon race w1ll start 1n Santa Mon1ca.
SECTION 4. The followIng faces shall be 1ncluded 1n the total
number of annual races:

SECTION 5. The follow1ng cr1ter1a shall be used in determ1n1ng
the el1g1b1l1ty of appl1cat1ons:
a. Appllcat10n has been properly submltted w1th1n the deadllnes
w1th necessary 1nformat1on.
b. Fund rals1ng events wlth an agency sponsorlng the races
shall be llm1ted to the C1ty 1n 1tS off1c1al capac1ty and Santa Mon1ca based
non-proflt soc1al serV1ce agenc1es 1nclud1ng the Commun1ty Serv1ce Counc1l.
c. No route can be used more frequently than four t1mes per
year so as not to 1mpose upon the people who llve on that part1cular
route.
d. Establ1shed events shall have pr1or1ty over other events
unless the event was not held the preceed1ng year or 1n the Judgement
of commlttee the event should not be repeated.
e Groups or lnd1v1duals applY1ng w1ll be glven pr1or1ty 1n
the follow1ng order 1f they meet other cr1ter1a 1tems
1. Races sponsored by the C1ty of Santa Mon1ca.
2 Santa Mon1ca based non-prof1t groups.
3. Santa Monlca based commerclal Interest wlth races of
nat10nal slgn1f1cance.
4 Non-Santa Mon1ca based commerc1al 1nterest, with races
ofnat1onal slgn1f1cance.
f. Cons1deratlon w1ll be glven to the 1mpact the event w1ll
have on the commun1ty wIth relat10n to t1me of day, trafflc, park1ng and
length of the event.
g. W1th races of natlonal 1mportance. the f1nanc1al return
and publ1C1ty to the C1ty w1ll be conS1dered.

h. Experlence level of the promoter or race dlrector wlll be
consldered along w1th the1r ab1lity to prepay for all City serV1ces in
advance.
SECTION 6. The follow1ng mater1als wlll be requlred to be subm1tted
by the appl1cant w1th the appl1cat1on:
a. Map of race route des1red.
b Slgned contract wlth sponsor.
c Slgned contract or ver1f1cat1on of comm1tment for teleV1s1on
or other medla coverage.
d. Ver1flcat1on of comm1tment from nat10nal or 1nternatlonally
known runners.
e Verlflcatlon of the race belng part of a quallfYlng system
for natlonal or lnternat10nal races.
f Sample of flyers to be d1str1buted to homes and buslnesses
along route lnformlng the occupants of the pendIng race.
g. A non-refundable appllcat10n fee of SlOG pa1d by cert1f1ed
cashl er 1 scheck.
h. EVIdence of promoter exper1ence In th1S type of activ1ty.
1. Statement as to reason for race, who benef1ts, type of
sponsorship.
J. Ingress & Egress: The promotor shall make appropr1ate -----
accommodatlons to 1nsure 1ngress and egress of res1dents along the race

other approved locat1ons w1thln Clty. Dlrect10nal slgns may be used along
the race routes. All s19n deslgns and locat1o~s are tJ be SUDm1tted to the D1rector
of Recreat10n and Parks for approval th1rty (30) days pr10r to the race date.
SECTION a Route Frequency: No approved race route can be
used more frequently than once every two months nor more than four t1mes
per year.
SECTION 9. The follow1ng procedure shall be used 1n the select10n
of the races to be run.
a. A select10n commlttee composed of one staff representat1ve
from the Recreat10n and Parks Department, Commun1ty and Econom1c Development
and the Pollee Department wlll reVlew all app11catlons proper1y subm1tted
wlth1n the deadl1nes for each quarter. The select10n comm1ttee w1l1 determ1ne
which races will be permitted w1th1n that quarter.
b. Any lnterested person may appeal a declslon of the select10n
comm1ttee to the Recreat10n and Parks Commlss1on wlth 10 days of the dec1s1on
of the select10n comm1ttee.
c Any 1nterested person may appeal a dec1S1on of the Recreation
and Parks Comm1ss1on to the C1ty Councll with1n 10 days of the decls10n
of the Reereatlon and Parks CommlsSlon
SECTION 10. The m1n1mum fee for runn1ng races 1n Santa ~on1ca
shall be $10,000 (except for those races ment10ned 1n Sectlon 4).
SECTION 11. The approval of an appl1catlon shall be cond1t1oned
upon execut10n of a contract 1n a form satisfactory to the C1ty. In add1t1on
to the Race Fee, contract shall provlde that the est1mated costs 1ncurred

Street to the 1ntersectlon of Ocean Park Boulevard, eont1nu1ng 1n a westerly
dlreet10n on Ocean Park Bou1evard to 14th Street, turn1ng northerly onto
14th Street and cont1nu1ng to the 1ntersect1on of Pleo Boulevard, turn1ng
easterly on P1CO Boulevard and cont1nu1ng to 30th Street, turnlng southerly
on 30th Street to Pearl Street and eont1nu1ng 1n a westerly d1rect1on to
16th Street, turn1ng northerly on 16th Street to the Santa Monlca Co11ege
stadlum
