R-6572 , e e CA:RMM:r City Council Meet~ng 10-12-82 Santa Monica, California RESOLUTION NUMBER 6572(CCS) <C1ty Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA OPPOSING PROPOSITION A WHEREAS, a county ballot measure known as Proposit~on A WIll appear on the November 2, 1982, election ballot~ and WHEREAS, Proposition A mandates the dLscharge of any county employee who lnfluences, leads, incites, or in any way partlcipates 1n any strike, work action, or slowdown, or influences others not to maintain or accept employment from the County of Los Angeles: and WHEREAS, Proposition A mandates that any employee who is absent from work on the day of a strike, work action, or slowdown 16 presumed to have partlcipated in such action and must prove hLS or her non-participation to avoid 1mrnediate dlscharge~ and WHEREAS, proposltion A mandates that all county employees execute an oath agreeing to abide by the provlsions of Propos1tion A: and WHEREAS, PropositIon A mandates that if a union 1n any way lnfluences a strike, work action, or slow down, every ~ e e employee represented by that union will be deprived of any ~mprovement in wages, hours, or working condItIons over the last offer of management even if they were at work and even if they were not a member of the bargaining unit that went on strIke; and WHEREAS, certaln provislons of proposition A have been adjudicated as unconstitutional in other CalIfornia JurIs- dictions; and WHEREAS, in the event of a labor dispute the strlct restrictIons mandated by PrOpOSItIon A will render settlement efforts lneffective, escalatIng the dispute and prolonging a lack of services to the County of Los Angeles; and WHEREAS, Proposition A is an Infr~ngement on the rIghts of county employees to freedom of speech, freedom of assembly, and freedom of assoclation; and WHEREAS, the CIty of Santa MonIca and its residents receIve vital services from the County of Los Angeles; and WHEREAS, a number of county employees are residents of the C1ty of Santa Mon1ca, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The CIty Council of the Clty of Santa Monica opposes the passage of Proposition A on the November 2, 1982, election ballot. SECTION 2.
