RESOLUTION NO. 6614 (CC5)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FORMAL BID PROCEDURE
AND AUTHORIZING DIRECT NEGOTIATION WITH
GENERAL TELEPHONE COMPANY FOR A LEASE PURCHASE
AGREEMENT FOR INSTALLATION OF A NEW TELEPHONE
SYSTEM IN CITY FACILITIES
WHEREAS, the City of Santa Monica has a requlrement for
a new telephone system for various City facllities; and
WHEREAS,
the
consultant engaged by the City has
determined that the proposal submltted by General Telephone
Company
for the lnstallaion of a new telephone system is
considerably lower than those bids received from private companies
for comparable systems;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the Clty Counell flnds the requirment
exists
to lnstall a new telephone system in various City
faCllities.
SECTION
2.
That the City Council flnds that to
advert i se
for bids would be to no avall and would cause
unnecessary expense and delay as it has been shown that the
General Telephone Company's proposal is slgnificantly less than
the current proposals competltively bid for similar equipment by
other vendors.
SECTION 3. That the Clty Manager is hereby authorized
to negotlate a lease purchase agreement for the higher level of
serVlce as stated in the GTE proposal dated November 8, 1982.

SECTION 4.
That the City Clerk shall certify to the
adoptlon of this resolutlon, and thenceforth and thereafter the
same shall be 1n full force and effect.
