R-6618 ....-.... - - CA:RMM:r City Council Meeting 1-25-83 Santa Monica, California RESOLUTION NUMBER 6618 (CCS) (City Council Se~ies) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA WELCOMING REFUGEES FROM THE APARTHEID GOVERNMENT OF SOUTH AFRICA WHEREAS, the government of South Afr ica has as its legal and pOlitical framework the notorious system of apartheid, condemned by the world community because it is based on racial discrimination whereby the government rules with only the support of the minority white population while the black majority population is completely denied its civil and human rights: and WHEREAS, the United Nations has unanimously passed resolutions which condemn the system of apartheid as "a crime against humanity" and which call upon all countries in the world to grant asylum to refugees from South Africa, specifically those who are forced into exile as a result of their refusal to take part in the military forces waging war against Black people in southern Africa on behalf of the wh1te government of South Africa and the system of racial discrimination, apartheid: and WHEREAS, the UnIted States of America has a long tradition of accepting refugees from abroad who ate suffering under repressive or totalitarian governments; and I '" . ~- e . WHEREAS, there is a growing number of South African mil i tary refugees who are seeking asylum in the Uni ted States while the President and his admin1stration have issued no deClsion on applications for asylum which have been pending since early 1981, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. It is the pol icy of the City Council of the City of Santa Monica to welcome to our city refugees from South Africa who have been forced to flee to the United States because of their refusal to participate or fight in the military forces of apartheid in South Africa, as well as all other refugees from the repressive regime in that country. SECTION 2. The City Council of the City of Santa Monica directs the Ci ty Clerk to forward a copy of this resolution to the United States Department of State in order to indicate the City's support for the granting of asylum to South African military refugees who have fled to this country. SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: (~-.~ Rober t M.
