RESOLUTION NUMBER 6619(CCS}

RESOULTION OF THE CITY COUNCIL CERTIFYING
THE FINAL ENVIRONMENTAL IMPACT REPORT
ON THE PROPOSED HOUSING ELEMENT OF THE GENERAL PLAN
WHEREAS, the City of Santa Monica prepared an
environmental impact report for the existing Housing Element on
December 2, 1975: and
WHEREAS, the City of Santa Monica has undertaken a
substantial revision to the existing Housing Element: and
WHEREAS, the Citizens I Advisory Committee submitted the
draft Housing Element to the Planning Commission in June 1981:
and
WHEREAS, Notice of Completion of a Draft Environmental
Impact Report was published in July 1981, in compliance with
the California Environmental Quality Act: and
WHEREAS, the Planning Commission requested more detailed
analysis regarding certain potential environmental and economic
impacts;, and
WHEREAS, a Supplemental Environmental and Economic Impact
Report was prepared: and
WHEREAS, a Notice of Completion of the Supplemental
Environmental and Economic Impact Report was published in March

1982 in compliance with the California Environmental Quality
Act; and
WHEREAS, on March 23, 1982, a public study session was
conducted by the Planning Commission on the Supplemental
Environmental and Economic Impact Report; and
WHEREAS, on April 19, 1982, a duly noticed public hearing
was conducted by the Planning Commission to elicit public
comments on the Draft Environmental Impact Report and the
Supplemental Environmental and Economic Impact Report; and
WHEREAS, on May 3, 1982, the Planning Commission
unanimously approved forwarding to the City Council the Draft
Environmental Impact Report and Supplemental Environmental and
Economic Impact Report together with all comments received and
the staff's responses to the comments; and
WHEREAS, on July l2, 1983, James W. Lunsford, Director of
Planning, certified completion of the Final Environmental
Impact Report on the the proposed Housing Element of the
General Plan consisting of the Draft Environmental Impact
Report, the Supplemental Environmental ana Econonic Impact
Report, comments on both documents, and responses to comments;

\VHEREAS, on August 31, 1982, the City council conducted a
publicly noticed hearing on the Final Environmental Impact

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica
does hereby certify that the Final Environmental Impact Report
on the proposed Housing Element of the General Plan has been
completed in full compliance with the California Environmental
Quality Act.
In conjunction with this certification, the City
Council finds as follows:
a. The Final Environmental Impact Report has indicated
that no significant effect on the environment, as defined in
Title 14 California Administrative Code, Section 15040, will
result from the adoption of the proposed Housing Element of the
General Plan.
b. Because the adoption of the proposed Housing Element
of the General Plan will not result in a significant effect on
the environment, it is not necessary to make the findings
required in Public Resources Code Section 21081 and Title 14
California Administrative Code Section 15088.
SECTION 2. The C1ty Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same
shall be in full force and effect.
