A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA WAIVING
COMPETITIVE BIDDING FOR INSTALLATION OF
FENCING AT SANTA MONICA PIER
WHEREAS, the Director of Emergency Services on March 1,
1983, procla1med a local emergency to exist in the City of Santa
Mon1ca; and
WHEREAS, the Director of Emergency Services on January 28,
1983, proclaimed a local emergency to exist In the City of Santa
Monlca, which proclamation of emergency continues in full force
and effect; and
WHEREAS, the condltions giving rIse to the proclamatIons of
local emergency caused severe damage to Santa Monica Pier; and
WHEREAS, the DIrector of Emergency SerVIces has concluded
that there 1S an urgent need to 1nstall fenclng around Santa
Monica P1er 1n order to protect the public; and
WHEREAS, the lnstallation of fenc1ng 1S of urgent necess1ty
for the preservation of lIfe, health, and property; and
WHEREAS, City Charter SectIon 608 and MunicIpal Code
Section 2508 authorize the walving of competitive bIds for the
reasons set forth in th1S resolution,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
The C~ ty Council of the Cl ty of Santa Monica
wa~ves competitive bidding for installation of fencing around
Santa Monica Pier determlned necessary by the Director of
Emergency Services In an amount not to exceed $15,000. The City
Manager is authorIzed to execute any and all contracts necessary
to secure Installation of the fencing.
SECTION 2. The City Clerk shall certify to the adoption of
thIS Resolution, and thenceforth and thereafter the same shall be
~n full force and effect.
