A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA APPROVING THE APPLICATION FOR
LAND AND WATER CONSERVATION FUNDS FOR THE
LINCOLN PARK TOT LOT
WHEREAS, the Congress under PubllC Law 88-578 has authorlzed
the establlshment of a Federal Land and Water Conservatlon Fund Grant-In-Ald
Program, provldlng matchlng funds to the State of Callfornla and ltS polltlcal
subdlVlslons for acqulrlng lands and developlng facllltles for publlC outdoor
recreatlon purposes; and
WHEREAS, the State Department of Parks and Recreatlon lS responslble
for the admlnlstratlon of the program wlthln the State, setting up necessary
rules and procedures governlng appllcatlon by local agencles under the program;
and
WHEREAS, sald adopted procedures establlshed by the State Department
of Parks and Recreat10n requlre the appllcant to certlfy by resolutlon the
approval of appllcat10ns and the aval1ablllty of local matchlng funds prlor
to submlsslon of sald appllcatlons to the State; and
WHEREAS, Part V of sald appllcatlons contalns assurances that
the appllcant must comply wlth; and
WHEREAS, the proposed Llncoln Park Tot Lot project lS conslstent
wlth the State Outdoor Recreatlon Plan Recreatlon In Callfornla, Issues
and Actlons: 1981-1985; and
WHEREAS, the project must be compat1ble wlth the land use plans
of those Jurlsdlctlons lmmedlately surroundlng the proJect,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The Clty Councll approves the flllng of an appllcation
for Land and Water Conservatlon Fund aSSlstance
SECTION 2. The Clty Councll certlfles that lt has matchlng
funds from its General Fund, and can flnance 100 percent of the proJect,
half of WhlCh wlll be relmbursed.
SECTION 3. The Clty Councll certlfles that the project ;s
compatlble wlth the land use plans of those Jurlsdlctlons lmmedlately surroundlng
the proJect.
SECTION 4. The Clty Councll appolnts the Clty Manager as agent
of the Clty to conduct all negotlatlons, execute and submlt all documents
lnclud1ng but not llmlted to appllcat10ns, agreements, amendments, bllllng
statements, and so on WhlCh may be necessary for the completlon of the
aforementloned proJect.
SECTION 5. The Clty Clerk shall certify to the adoptlon of
thlS Resolutlon, and thenceforth and thereafter the same shall be 10 full
force and effect.
