R-6217 ~ e -RESOLUTION NO. 6217 e (City CounCil Series) ,A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLISHING STANDARDS FOR THE INSTALLATION OF TRAFFIC CONTROL DEVICES "WHEREAS, continued growth of the C1ty of Santa Monica is causing corresponding growth to the volume of traffic over and across City streets, and with such growth there 15 an increasing demand for var10US types of traff1c controls by individuals and groups of citizens 1n the City; and WHEREAS, valuable time 1S consumed by the C1ty Council in considering the ind1vidual demands in regard to such controls; and WHEREAS, 1n order to reduce the frequency of such lnvolved hear1ngs and discuss10ns for traffic controls, 1t 1S deemed necessary to set minimum standards for the installation of traffic control devices; and WHEREAS, recognizing the pr1nc1ple that stop Signs are not a Subst1tute for speed regulations and other regulatory measures, but are intended to facilitate the orderly flow of traffic at intersections and further recognizing the principle that indiscriminate use of stop Signs tends to hamper rather than a1d in the safe and efficient flow of traff1c, and that use of stop signs at intersect10ns where not warranted will tend to create disrespect for stop signs in general and will tend to lessen the self-enforclng adherence of the general public to compliance with the stop sign installation; and WHEREAS, the City Counc1l 1S concerned about promoting the safety and environmental health of resident1al neighborhoods in the City of Santa Monica; and WHEREAS, the use of traffic control devices shall be qualified for installation 1n accordance with the followlng minimum criteria) and ~ e - such measurements, computatlons and residential input requlred in deter- mlning crlteria qualifications shall be the responsibility of the Parking and Traffic Engineer; NOWt THEREFOREt THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. Two-Way Stop Installation Criteria The total possible number of points is 36. The lnstalla- tion of two-way stop control is just1fied w1th a total of 18 points. 1. Accident Warrant Six points are assigned for each accident susceptible to correction by stop signs during one full year prior to the investlgation. 2. Visibillty Warrant - Maximum 9 pOlnts Where the critical approach speed to the lntersection is less than 17 mpht 1 point shall be assigned for each mph under l7mph. Maximum 9 points. 3. Volume Warrant - Maximum pOlnts a. Major Street: 1 point for every 50 vehicles per day entering in excess of 300 vehlcles. Maximum 5 points. b. Mlnor Street: 1 point for every 50 vehicles per day entering in excess of 150 vehicles. Maximum 4 pOlnts. 4. Unusual Condltlon Warrant - Maximum 9 points Where abnormal condit1ons eXlst, such as grades, curves, blind corners, extremely high accident experience, a school, llbrary, community meeting facility, senior -2- . e . citizen center, or simllar facilities, numerous pedes- trians, fire station, playground, steep hill, etc., pOlnts are assigned on the basls of engineering Judgment. Maximum 9 points. SECTION 2. Three or four-Way Stop Control Instal'atlon Criteria The posting of an intersection for four-way stop control should be based on factual data. Included are: through street condition, accident records, traffic and pedestrian volumes. and unusual conditions such as proximlty of schools, flre station, etc. POlnts are asslgned to each of these criteria. The lnstallation of four-way stop control is Justifled with a total of 28 points. 1. Prlmary Warrant - Maximum 5 points One of the streets at an intersection must be a through hlghway before the intersectlon can be consldered for four-way stop control. a. If street is a through highway - 0 pOlnts b. If both streets are through highways - 5 points 2. Accident Warrant 4 points are assigned for each accident susceptlble to correction by four-way stop control during one full year prlor to the investlgation. 3. Unusual Condltion Warrant - Maximum 5 pOlnts Where unusual condltions eXlst, such as a school, fire station, playground, steep hll', library, communlty meeting facllity, senlor citlzen center, or slmilar facillties, etc., points are asslgned on the basis of engineering judgment. Total enterlng vehlcle volume must equal 2,000 vehicles for four highest hours in average day. b. Minimum side street volume must equal 600 vehicles during same four-hour period. Volume Split Warrant - MaXlmum 5 pOlnts Four-way stops operate best where the minor approach volume and the maJor approach volume a~e nearly equal. Crlteria for Alternative Traffic Controls 1. Volumes - If the average dally traffic on the major street is less than 3000 vehicles per day a stop sign may be ins ta 11 ed . 3. ACCldents - Where more than four accidents have occurred in the previous 12 months. SECTION 4. The Clty Clerk shall certify to the adoptlon of this resolution and thenceforth and thereafter the same shall be in full force and effect.
