RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONI CA APPROVING THE APPLICATION FOR CRANT
FUNDS UNDER THE ROBERTI-Z'BERG U~BAN OPEN-SPACE
AND RECREATION PROGRAM FOR CLOVER PARK.
WHEREAS, the leglslature of the State of Californla h~s enacted the Roberti-
Z I Berg Urban Open-Space and Recreat; on Program, whict". preV1 des funds to certain
politlcal subdivlsions of the State of C~liforrla for acquiring lands and for
developlng facilities to mfet urban recreation nEeds; and
WHEREAS, the State Department of Parks and Recreation has bee~ delegated the
responsibllity for the admlnistratlon of the program, setting up necess~ry
procedures governing appllcatior by local agencies under the program; and
WHEREAS, sald procedures establlshed by the State Department of Parks and
Recreation requlre the app1icart to certify by resolution the apprcva1 of
appllcatlons prlor to submission of said a~pllcations to the state; and
WHEREAS, sald applications contain a certificatior thlt the appllcant wl11
comply wlth all federal, state, and local e~vlronmental, public health, relocation,
affirmative action~ and clearlnghouse requlrements and all other apprcpriate codes~
laws and regulations prior to the expendlture of the grant f~nds; and
WHERE"AS~ Clover Park is of a high priority and satisfles the most urgent park
a~d recreatlon needs wlth emphasls on unmet nee(s In the most heavily populated
areas:
NOW THEREFORF BE IT RESOLVED that the City Ccurci1 hereby:
1. Approves the fillng of a~ application for funding under the Roberti-
Z'berg Urban Open-Space arod RecreatlOn Program for Clover Park; and
2. Certlfles that said agency un(ersta~ds the general provisions of the
agreement; and
3. Certifies that said cgency has or will havE sufficient funds to operate
and maintain Clover Park as funded under this program; and

4. Certlfles that said agency has or will have avallable prior to commencement
of any work on Clover Park matching mone) from a nonstate source; and
5. Certifies that Clover Park conforms to the recreation element of the Clty
general plan; and
6. Appoints the City Manager as agEnt of the City of Santa Monica to conduct
all nE'9otiations, execute and submit all documrnts including but not
limited to appllcations, agreements, amrndments, payment requests and so
on which may be necessary for the ccmpletion of the aforementloned project(s);
and
7. Appoints the City Attorney as legal coursel for sald agency with authorizatlon
to sign the certlfication on page 1 of appllcation.
