A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA AUTHORIZING APPLICATION FOR
GRANTS FROM THE CALIFORNIA COASTAL COMMISSION
TO FUND PHASE 3, PROGRAMS AND ORDINANCES, OF
THE CITY'S LOCAL COASTAL PROGRAM ACCORDING TO
THE TOTAL WORK PROGRAM.
WHEREAS, the C~ty of Santa Mon~ca, recognizing the problems and
issues ident~fied in the attached appl~cation for Coastal Zone
Management Grant, desires to provide for a planning study contributlng
to improved coastal planning, decis~on making, and management
capability related to community development and growth; and
WHEREAS, the C~ty of Santa Mon~ca has developed an application
package includ~ng as its primary element the work program for Phase 3
of the City of Santa Mon~ca's Local coastal program, to deal with
these development problems and issues; and the California State
Office of Planning and Research, under authority of the Government
Code of the State of California (Section 34200), may provide planning
assistance for such a program and rece~ve financial assistance from
the California Coastal Commission, as authorized by interagency
agreement.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. To request the California Coastal cornmisslon to
provide planning assjstance under author~ty of the Government Code
of the State of California, w~th such financial asslstance as may
be provlded by the California Coastal Commlssion, not to exceed the
amount o~~Forty Five Thousand (S45,000) dollars for a period of
approximately eleven (II) months. Such planning aSslstance is ~ore

SECTION 2. That the Clty Manager of the City of Santa Monica

name of the Clty of Santa Monlca, all necessary applicat1ons,
contracts, and agreements and aMendments hereto to implement and
carry out the purposes spec1fied ln this resolution.

DRAFT WORK PROGRAM FOR PHASE 3
IMPLEMENTATION OF THE LA~~ USE PLAN
SANTA MONICA'S COASTAL PROGRAM (SMCP)
The policies contained in the Land Use Plan of the SMCP provlde
baS1C d1rection 1n the future management and protection of
coastal resources in Santa Monlea. In order to complete the
SMCP the Coastal Act requ1res implementatlon measures be adopted
to carry out the pollcles of the Land Use Plan. The Coastal
Commlss~on has requested a general indlcation of zoning measures
that wlll be consldered in the lnltial phase of the lmplementation
program. There are three baslc ways to lmplement the pollcles.
1) Dlscretionary Review, thlS refers to the indivldual or
collective decisions made by the various agencies and commissions
of the city relevant to the Coastal Zone. These decisions should
be influenced by the lutent of the pollCles and the plan, WhlCh
should glve gUldance to declslon makers 1n those matters where
several options for action are present.
2) Revlsion of, or addition to, the munlc1pal ordln~nces;
thls particularly applles to the city zoning ordinance and lS
the prlmary focus of the phase 3 lmplementatlon of the SMCP.
3) Program development; thlS lncludes ongolng Clty ODer~tlQnS
or act1vlties, capital improvement programs or a combinatlon
of both.
Essentlally all pollcles are lntended to give gU1dance in dlscre-
tlonary reVlew and therefore even those that are lmplemented
by ordluance or program would stl11 be subject to lnfluenclng
d1scretionary decisions. However, not all pollcies are readily
transferred into ordinance or programs. Coastal Commlss1on
regulations emphasize the amendments and addlt10ns to the ZOD1Dg
ordlnance as prlmary ways of implementatlon. The purpose of
thlS draft work program is to focus on those pollcles of the
SMCP WhlCh would mos~ appropriately be lmplemented by ordinance.
Those pollcies WhlCh should be lmplemented by some type of program,
wlll be ldentlfied 1n a subsequent phase of the implementatlon
program.

The format of the work program wlll follow the sequence of the
land use plan and wlll generally llst amendments or additlons
to the zon1ng ordinance that may be considered. ThlS report
has not received LCP Commlttee, Plannlng Commlssion or C1ty
Councll review or adopt1on and therefore 1S subject to change.

COASTAL ACCESS
An emphasls 1S placed, in the Access Component policies, on
the promotlon of public translt to lncrease Coastal Access.
The lntent 1S to recognize the current rellance on cars while
attemptlng to Shlft thlS reI lance to public translt, as well
as other modes of access such as bicycles and pedestrlan.
New development may contrlbute to thlS attempt by providlng
certaln facllltles or support serVlces. These pollcles also
call for the protect1on of specific areas such as pedestrlan
access on the pier and beachfront parking areas.
Work tasks' cons1deratlons:
1) Formulate development standards to:
a) ldentify types and sizes of development projects WhlCh
should provlde transit loading areas detached from traffic;
b) establish a pro rata formula in commerclal and offlce
development to relmburse employees or customers for bus transit
fares,
c) establlsh alternatlve 10 lleu fee systems to provide
translt use 1ncentlves;
d) requlre traffic and parking analyses of new proJects
and mitlgatlon measures to strlve for optimum relatlonship to
transit system.
2) Overlay zones may be cons1dered, designating areas affected
by preceding development standards such as heavily used transit
corrldors.
3) ReVlew the commercial recreation CR Zone on the pler,
for possible amendment, to ensure that new development provlde
pedestrlan access to parklng and to the boardwalk* (refer to
task #4 in Recreation)
*Ooe of the maJor programs will probably be a master development
plan for the pler WhlCh may precede any contemplated zone changes.

4) Consider spec1al overlay zones wh1ch control develop-
ment from 1mpactlng beachfront pedestr1an or vehlcular access
opportunities.
5) Adopt the Ma1n Street ordlnance as part of the SMCP.

4) Revlew possible amendments to the commerclal recreatlon
CR zone, to reflect preservatlon of exist1ng uses on the pler
(refer to task #3 in Access).

a) prevent development in sensltlve coastal areas
b) allow or encourage development of vis1tor serving
or recreational facll1ties (refer to task #3 10 Access).

HOUSING
The Housing Component pollcles call for houslng opportunities
for low and moderate income persons to be ensured. The
pOlicies also emphasize the preservatlon of nelghborhoods
through rehabllltation of eXlstlng structures and encourages
a balance of age, economic and raclal elements of these
neighborhoods. The policles also defer conslderatlon of
certaln programs such as lncluslonary zoning, to completlon of
the C1ty Housing Element WhlCh 1S currently being revised.
Work tasks conslderat1ons:
1) Revlew relevant sectlons of the codes to ensure that a
balance of age, economic and raclal elements are protected
ln new development; amend where approprlate.
2) Adopt the prOV1Slons of appllcable energy deslgn and
conservation sectlons of the bUlldlng and zoning codes (refer
to task #2 in Env1ronmental Quallty).
3) Study areas sUlted for mLXed commerc1al resldentlal
development
a) poss1bly deslgnate areas where such use 1S allowed or,
b) review eXlst1ng development standards and amend as
necessary to encourage such use.
4) Revlew demol1t1on permlt procedures and amend to provide
for approval of replacement structure by designated agency.
5) Adopt the Clty condomlnlum ordinance lnto the SMCP.
6) Study potentlal adJustments in permlted densitles, or
changes ln zonlng dlstrlcts, ln residential areas to preserve
nelghborhood character.

ENVIRONMENTAL QUALITY
Pol1cies w1th1n the environmental qual1ty component address a
w1de range of tOp1CS includ1ng the quality of both potable
and marine water, safety of the p1er, the protectlon of the
beach environment, and prese~vation of the Pal18ade~Bluffs.
They also deal wlth promotion of energy consexy~ng t~chnology_and
alternative sources of energy, air and n01se qual1ty, and
protection of the parks and open space in Santa Monica's
Coastal Zone.
Work tasks consideratlons:
1) Determlne the need and feaslbll1ty for full enVlron-
mental impact analysis (to be lncorporated in an overlay zone)
as a conditlon for any development 1n the beach area.
2) Adopt the provlsions of applicable energy conserving
technology sect10ns In the buildlng and zonlng codes (refer to
task #2 1n housing).
3) Adopt relevant portlons of the code dealing w1th solar
access to new construction, lnto the SMCP.
4) Review and adopt provisions of the Clty'S draft noise
ordlnance where appropriate.
5) Rezone publlc parks and publlCly owned open space to
ensure the cont1nuatlon of these resources.
6) Refer to task #4 ln Houslng.
7) Refer to tasks #4 in Access and #5 In Recreation.

of the zonlng ord1nances and bU1ldlng code lnto the SMCP.
