A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA WAIVING FURTHER FORMAL BID PRO-
CEDURE AND AUTHORIZING DIRECT NEGOTIATION FOR
PURCHASE OF BUS ~1AINTENN~CE & REPAIR SERVICES AT
THE TRAl~SPORTATION DEPARTMENT.
v1HEREAS. unforeseen difficulties with 47 new Grumman buses
has caused extreme needs for heavy usage of older buses and
tffiEREAS, the maintenance division has been engaged at
overload capacity in an effort to keep the total fleet safely
operative. and
WHEREAS. it has become necessary to purchase from outside
vendors sone of the maintenance services normally completed "in-
house". and
WHEREAS these services are of such a nature as to be required
without delay.
NOH THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The services are of urgent necessity for the
preservation of life, health, or property.
SECTION 2. Formal bidding process for the procurement of
needed bus maintenance services is hereby waived until the formal
bidding process can be used but not to exceed six months from
the date of this resolution.
SECTION 3. That the City ~lanager is hereby authorized to
excute one or more purchase agreements for the maintenance and
repair services for buses.
SECTION 4. The City clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
