A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA ESTABLISHING TASK FORCES ON DEVELOPMENT IN
RESIDENTIAL ZONES, DEVELOPMENT IN COMMERCIAL AND
INDUSTRIAL ZONES, AND PERMIT PROCESS AND NEIGHBORHOOD
PLANNING.
WHEREAS, the City Council has placed a moratorium on
development and construction in the City, with certain
exceptions, untIl October 1, 1981; and
WHEREAS, the purpose of the moratorium is to preserve scarce
resources of the City, particularly housing affordable to persons
of low and moderate income, pending a comprehens1ve review of the
City's plans, ordinances, and regulations; and
WHEREAS, the findings upon which the moratorium is based
recognize a serious shortage of affordable housing and a number
of planning issues which have not been addressed in conformity
with state law or current City policy; and
WHEREAS, the Citizens Advisory Committee for Revision of the
Housing Element (CAC) is completing its report for the Planning
Commission and the City Council, and anticipates meeting the
deadline of October 1, 1981, for adoption of an adequate Housing
Element; and
WHEREAS, the Council intends to build on the work of the
CAe, to examine a broader range of issues concerning all forms of

development in the City, and to adopt appropriate plans, laws and
regulations necessary to Implement City policy; and
WHEREAS, the Council intends to receive information from all
interested parts of the community and to afford substantial
public participation in the preparation of plans necessary to
carry out the purposes of the moratorium,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. Three Task Forces, each composed of one Planning
Commissioner and no less than eight and no more than thirteen
resldents or persons who do business or are employed in the CIty
of Santa Monica, are created as follows:
A. Task Force on Development in Residential Zones. This
Task Force wIll undertake to review and propose revisions and
amendments to ordinances and policies affecting development in
residential zones of the City.
B. Task Force on Development in Commercial and Industrial
Zones. This task force will undertake to review and propose
revisions and amendments to all ordInances and policIes affectIng
commercial and residential development in the City.
C. Task Force on Development Permit Process and
Neighborhood plannin9. This task force will review and attempt to
streamline the development permit process in the City and will
undertake to develop proposals for neighborhood planning.
SECTION 2. The CIty CouncIl shall appoInt the members of the
Task Forces at its June 23, 1981, meeting. Candidates shall apply
on a City form submitted to the City Clerk no later than June 19,
1981. It is desIrable that persons involved in development in the
City and persons lIving in the varIOUS distinct neighborhoods of

the City be represented on the Task Forces. To assure continuIty
with the work done by the CAC, it is deSIrable that CAC members
be appointed to the Residential and Commercial Task Forces.
SECTION 3. The Task Force shall make specific
recommendatIons to the Planning Commission, according to the
priorities and time schedules established herein. Task Force
meetIngs shall be open to the public. Task Forces may establish
sub-committees on specific issues, which need not meet in public.
The public shall be given an opportunity to be heard before
adoption by a Task Force of any specific recommendation.
SECTION 4. The Planning Commission shall transmit the
recommendations of the Task Forces to the City Council, with
comments and suggested amendments, no later than the second
Commission meeting after receipt.
SECTION 5. In its review, the Residential Task Force shall
seek to maximize the development of housing affordable to low and
moderate income persons, to minImIze the adverse Impacts of
development upon eXIsting neighborhoods and theIr resldents, and
to assure the provision of services necessary to a healthy
residential community. The Task Force shall consider the
following speCIfic issues, with priority given to issues in
greatest need of resolution before the termination of the
moratorium:
PRIORITY I: Recommendations on the following issues shall be
submitted to the Planning Commission in time for a public hearing
to be held no later than August 3, 1981:

a. Issues pertaining to allowable densIties in residential
zones: number of units~ size of units~ height and lot coverage
limitations~ parking.
b. The establishment of in-lieu fees and other provisions
for recreation, transportation, and SOCIal serVIces.
c. Mechanisms and criteria for site review of proposed
projects.
PRIORITY II: The following Issues shall be considered as
soon as pOSSIble, but need not be fInally resolved before the
expiration of the moratorium:
d. Reductlon of negative impact of bulk through grade
level and side yard fence calculations and solar access rights.
e. Measures to mitigate adverse impact of construction,
such as limitations on the number of construction projects
allowed at a given time in a gIven localIty.
SECTION 6. In its reVIew, the Commercial and Industrial Task
Force shall seek to assure the maintenance of a human-scale
generally low-rise character of development In the City, to
minimize negative Impacts on residents from noise, traffic and
congestIon, to maintain the public peace, health, and safety, and
to maintain the integrity of residential zones. It should seek
to promote the development of housIng opportunities affordable to
persons of low and moderate Income, develop policies to assure
the economic vitality and fiscal health of the CIty, and relIeve
the CIty infrastructure of unnecessary and unWlse burdens. The
Task Force should consider the following specific issues, with
priority given to issues in greatest need of resolution before
the termination of the moratorium:

PRIORITY I: Recommendations on the fOllowing issues shall
be submitted to the Planning Commlsslon In time for a public
hearIng to be held no later than August 15, 1981:
a. Appropriate lImitations to be placed on heIght, bulk,
lot coverage, setbacks, etc., wIthin specific zones.
b. In what areas of the City are mIxed resIdential-
commercial uses appropriate or Inappropriate.
c. What areas of the CIty would appropriately be rezoned
from Commercial or Manufacturing to Residential, and what
Residential zones might be rezoned to accomodate mixed uses.
d. What ordInances or policies are necessary to preserve
existing community services or recreational uses, such as
requirement of full project approval before demolition of
existing buildings in commercIal or industrial areas.
e. What review processes and enforcement mechanisms are
necessary to ensure City policIes are actually carried out, e.g.
individual Planning Commission review of projects over a certain
height or bulk.
f. What system of inclusionary requirements or incentIves
should be developed to assure production of affordable housing in
the City. This should extend beyond review of CAC proposals to
consider policies to assure desirable commercial development.
PRIORITY II: The following issues should be considered as
soon as possible, but need not be finally resolved before
expiration of the moratorium:
g. Under what CIrcumstances should varIances to height and
bulk requirements be considered.
h. What amenities, such as parkIng, landscaping,
easements, etc. should be requIred of specific types of
developments.
i. What condItIons should be placed on subdivision maps.
j. Consider requirement of a traffic impact analysis for
larger developments, to be consistent with a city-wide traffic
analys is.
k. Consider requirement that projects be reviewed for
impact on the City infrastructure, such as sewer, water, street
maintenance, and other utility delivery systems.
1. Consider the establishment of fees or other provision
to meet increased demand for recreational, cultural,
transportation and social services resulting from increased
development in the City.

m. What steps can be taken to slow increases in commercial
rents and commercial and industrial land prices.
n. Ways to attract and maintain appropriate industries and
services and to protect industrially zoned land in light of
likely development activity.
SECTION 7. The Task Force on Permit Process and Ne1ghborhood
Planning shall consider, and submit to the Planning Commission no
later than September l, 1981, recommendations on the following
1ssues:
a. A review of all permit processing 1n the City, w1th the
object1ves of maintaining eff1c1ent internal review wh11e
streamlin1ng the process to the extent feasible.
b. The development of proposals for a planning process for
individual neighborhoods and areas.
SECTION 8. The Mayor shall sign and the City Clerk shall
attest to the adoption of this Resolution, and thereafter it
shall be in full force and effect.
