A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA FINDING THAT CERTAIN
RATE INCREASES ARE EXEMPT FROM THE
PROVISIONS OF THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT
THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES AS
FOLLOWS:
SECTION 1.
The City Council fInds that the establIshment,
modification, structuring, restructurlng, or approval of rates
and charges contained in Resolution Numbers 6279 (CCS) (relating
to charges for refuse collection), 6280 (CCS) (relating to sewer
connection and sewer treatment charges), and 6298 (CCS) (relatIng
to water rates and charges) are for the purpose of meeting
operating expenses, including employee wage rates and frlnge
benefits and/or obtaining funds for capital proJects necessary to
maintain service withIn existing service areas.
SECTION 2. The City Council hereby Incorporates into this
resolutIon, and adopts as its findings, the following documents
setting forth with specIficity information indIcating that the
rates and charges are for the purpose of meeting operating
expenses and/or obtainIng funds for capital projects as set forth
in Section 1:

SECTION 3.
Pursuant to Public Resources Code section
21080(b)(8), the action indicated 1n Section 1 was and is exempt
from the prov1sions of the California Environmental Quality Act
of 1970, Public Resources Code Section 21000 et seg.
SECTION 4. The City Clerk shall certify to the adopt1on of
this resolut1on and thenceforth and thereafter the same shall be
in full force and effect.
