RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROVING THE DEVELOPMENT, CONSTRUCTION
AND OWNERSHIP OF NO MORE THAN 30 LOW RENT DWELLING
UNITS, AND AUTHORIZING THE EXECUTION OF COOPERATION
AGREEMENT BETWEEN THE CITY OF SANTA MONICA AND THE
HOUSING AUTHORITY OF THE COUNTY OF LOS ANGELES.
WHEREAS, it lS the policy of this local1ty to ellminate
substandard and other 1nadequate housing, and to realize as soon as
feaslble the goal of a decent home ~n a suitable living environment
for all of its cit~zens; and
WHEREAS, under the provlsions of the Un1ted States Housing
Act of 1937, as amended (herein called the "Act"), the Department of
Houslng and Urban Development (herein called "HUD") lS authorized to
prov1de financial ass1stance to local public housing agenc1es (herein-
after called "Local Authority") for undertaking and carrying out the
development and operat1on of low-rent housing proJects that will assist
ln meeting th~s goal; and
WHEREAS, Section 34313 of the Cal~fornla Health and Safety
Code, as amended, provldes that no low-rent housing proJect shall be
developed, constructed, or owned by the Local Authorlty unt11 the
governing body of the locallty has by resolutlon approved such proJect;
and
WHEREAS, pursuant to and ~n compliance with Sectlon 34313 of
the California Health and Safety Code, the local school board has been
consulted; and

WHEREAS, pursuant to Section 15(7) (b) of the Act, as
amended, before HUD can provide financial ass~stance to a local low-
rent housing proJect, it is necessary that the local governing body
enter into a Cooperat~on Agreement with the Local Authority prov~d~ng
for local cooperat~on in connection with such housing project~ and
WHEREAS, pursuant to Sect~on 34515 of the California Health
and Safety Code express authority is given for local governing bod~es
to enter ~nto agreements with hous~ng authorit~es prov~ding for local
cooperat~on w~th respect to low-rent hous~ng proJects; and
WHEREAS, pursuant to and in compliance with the prov~s~ons
of Section 34518 of the California Health and Safety Code, on July I
and July 7, 1981, not~ce was published in a newspaper of general
circulation of a publ~c hear~ng to be held July 14, 1981, before this
governing body for the purpose of givlng all ~nterested persons an
opportunlty to be heard as to whether such Cooperation Agreement should
be entered into~ and, there has been made available at least three (3)
cop~es of the proposed Cooperat~on Agreement for ~nspect~on by ~nterested
persons prlor to the mentioned publ~c hear~ng; and
WHEREAS, the notices for a publ~c hearing have been published
as above provided and th~s governing body has held a public hearing on
the 14th day of July 1981, g~ving all interested persons an opportun~ty
to be heard as to whether the proposed Cooperation Agreement, ~n the form
attached hereto, should be entered into which said hearing has been
concluded w~th all matters ~n connect~on therew~th having been fully
considered by th~s body,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

SECTION 1. There ex~sts ln thlS locallty a need for such
low-rent housing at rents within the means of low-income families
or persons.
SECTION 2. The City Council does hereby approve the
development, construction and ownership by the Los Angeles County
Housing Authority of the proJect as defined in paragraph 2 of the
Cooperatlon Agreement and the operatlon of the local authorlty ln the
Clty.
SECTION 3. This governing body after having held a public
hearing and giving all interested persons an opportun~ty to be heard,
hereby determlnes, pursuant to the provisions of the Callfornia
Housing Cooperation Law (belng Chapter 2 of Part 2 of Dlvlsion 24 of
the California Health and Safety Code), to enter into a Cooperatlon
Agreement ln substantially the form attached hereto wlth the Los
Angeles County Housing Authority. The Mayor of this governlng body is
hereby authorized and dlrected to execute such Cooperation Agreement
in the name and on behalf of the Clty of Santa Monica, and the Clty
Clerk ~s hereby authorized and directed to affix or impress the
official seal of this governlng body thereon and to attest the same.
Such Cooperation Agreement shall be ln the form of the agreement
attached hereto.
SECTION 4. The City Clerk shall certlfy to the adoption
of thlS resolution and thenceforth and thereafter the same shall be
in full force and effect.
