A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA tiONlCA
ENDORSING !ffiASURES PROVIDING
GRANTS FOR SMALL BUSINESSES
WHEREAS, government studies have shown that
small businesses are more innovative than larger firms per
employee; and
WHEREAS, most patents are taken by small firms;
and
i~EREAS, the greatest opportunity for growth 1n
Santa Monica 1S in small high technology research and manu-
facturing companies; and
WHEREAS, Congress is currently considering the
Small BUSlness Innovation Act which would provide grants to
small businesses for research and development,
NOW THEREFORE, THE CITY COUNCIL, THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the Clty of Santa
Monica urges the House of Representatlves and appropriate
committees thereof to support measures directing up to three
percent of any budget of any agency which spends more than
$100 million dollars annually on research and development
be reserved for grants to small businesses for research
and development.

SECTION 2. The City Clerk shall certify to the
adoption of this resolut~on, and thenceforth and thereafter
the same shall be ~n full force and effect.
