RESOLUTION NO. 6473(CC5)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA REQUESTING THE PUBLIC UTILITIES COMMISSION TO
REVISE STREET LIGHTING REGULATIONS
WHEREAS,the rates for street llghtlng charged by utllitles
governed by the California PubllC Utllitles Commission do not reflect
the actual energy used by the street llghts, and
WHEREAS, local agencies are discouraged from acquiring the com-
ponents of the utility-owned street light system because procedures for
acqulsltlon of the components are vague and unnecessarlly cumbersome; and
WHEREAS, Joint-tenancy of utllity poles have been discouraged or
condltloned in such a manner as to be unfeaslble; and
WHEREAS. utlllties' rate structure adJusted and approved by the
Commlssion from tlme to t1me 1ncluded provlsions for the amortization of
utilltles' lfistallatlon and replacement costs of street lightlng facilities,
and
WHEREAS, utillties' method of evaluatlng lts street lighting
facllities (ReprOduction Cost New Less Depreciatlon) does not reflect the
actual saleable worth of these facillties, and
WHEREAS, utilitles require local publlc agenCles to purchase
street llghting facilitles WhlCh were prevlously lnstalled by property owners
and developers and then dedlcated at no costs to the utllltles; and
WHEREAS, utilitles do not allow energy-conserving means of
efficlent lumlnatlon except for high pressure sodlum vapor street llghts
1n thelr system,

NOWt THEREFOREt THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The Callfornia PubllC Utlllties Commisslon is
requested to conSldert amend and adopt regulations governlng and regulatlng
street lighting which would provide:
a. Rates charged far street llghtlng reflect the actual energy
used by the lights.
b. Procedures for acquirlng components of the utll1tles' street
llghtlng system be stated 1n a clear and precise manner.
c. UtTl1ties be requlred. If requested by a local Public Agency
to allow J01nt use of their utlllty pole systemt wlthout charge, to 1nstall
street light flxtures owned and malntained by the local publlc agency.
d. The method utillzed by utllltles for valuating street llghting
faclllties to be purchased by public entitles be based on actual cost of
the faCllitles when lnstalled less depreclatIon and any other amounts re-
covered through utllity rate charges, not to exceed salvage value.
e. Utllitles be required, if requested by a local publIC agency.
to transfer to the agency, without charge. any street llghtlng facillty
which utlllties acqulred from property owners and developers at no cost to
the utlllty.
f. UtilitIes be directed to utlllze any and all forms af energy-
efficlent, economlcal street lightlng lncluding but not limlted to both high
and low pressure sodium vapor street lights, when requested to do so by a
public entlty.

SECTION 2. That the City Clerk shall certify to the adoptlon
of thlS resolution and thencefortb and thereafter the same shall be in
full force and effect.
