A RESOLUTIOK OF THE CITY COUXCIL OF THE CITY OF
SA~TA MONI CA WAIVING FOFJL.\L BIDDING PROCEDURES
AKD AUTHORIZING DIRECT NEGOTIATION FOR THE
RETROFITTING OF VEKTILATORS A~D OPE~ABLE
WINDOWS ON 62 BUSES
WHEREAS, between 1979 and 1981 the City purchased 62 advanced
design buses; and
WHEREAS, the air conditIoning system on these buses has been
found to have frequent faIlures; and
WHEREAS, the City has received numerous complaints about
inadequate air condItioning and ventIlation; and
WHEREAS, the installation of roof ventilators and openable
windows would substantIally improve passenger comfort; and
WHEREAS, only the original manufacturer has the capabilities
to retrofit these buses with this equIpment; and
WHFREAS ~ to advertise fay fon,al bids ,"auld be to no a"l.-"ail and
would cause unnecessary expense and delay and would not be to
the City's benefit.
NON, THEREFORE THE CITY COU~CIL OF THE CITY OF SA~TA PIDNICA
DOES RESOLVE AS FOLLOKS:
SECTION 1. That the City CounCIl finds that only one source
is known to exist fay the retrofitting of ventIlators and openable
wIndows on the City's advanced design buses.
SECTION 2. That the City CounCIl fInds that the retrofItting
of these buses IS of necessity to the City and that to advertise
for formal bids would be to no avaIl and would cause unnecessary
expense and delay.

SECTIOK 3. That the City ~lanager be authorIzed to negotiate
directly for this work without calling for formal bids.
SECTIOK 4. That the City Clerk shall certIfy to the adoptIon
of this resolution, and thenceforth and thereafter the same shall
be In full force and effect.
