A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA SUPPORTING THE STATE OF ISRAEL
WHEREAS, recent military actions in Northern Israel and Lebanon
and the Reagan adminlstrationls recent foreign policy have created a climate
of confusion in the United States; and
WHEREAS, Santa Monica residents have supported the state of
Israel and admlred its strong democracy and its strong economic and techno-
logical growth; and
WHEREAS, the City Council supports IsraelIs rights to secure
borders, including its threatened northern border; and
WHEREAS, the City Council supports Israel IS right to defend against
the military threat of the PLO to Israel's existence; and
WHEREAS, the City Councll believes in the Camp David peace process
as the only viable negotiating process for the resolution of Palestinian
autonomy and full Arab recognition of Israel; and
WHEREAS, the City Council is concerned that the Reagan administra-
tion is drifting away from commitment to the Camp David process and that the
appolntment of George Shultz as Secretary of State at such a grave time in
Israel IS eXlstence represents a definite shift in policy.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
RESOLVES AS FOLLOWS:
Section 1. The City Council affirms its support of the State of
Israel and condemns PLO terrorism and any other brand of political terrorism;
the City Council is hopeful that an independent and sovereign Lebanon can be
establlshed wlth the withdrawal of all foreign forces; the City councll regrets
the many civilian casualties of the most recent conflict; the City Councll
calls for a world-wide effort for humanitarian rellef for Lebanon; the City
Councll calls on the Reagan administration, the President, the Secretary of
Defense and the new Secretary of State to affirm its strong support for the
State of Israel; and the City Council calls upon Senator Alan Cranston to
carefully examine at the Senate Foreign Relations Committee hearings Mr. Shultz's
tles to the Bechtel Corporation and his ties and Bechtel IS tles to Saudi Arabia
and Saudi Arabian support of the PLOt and to request Mr. Schultz to publicly
state his views on the Camp David accord.
Section 2. The City Clerk shall certify to the adoption of
thlS resolution and thenceforth and thereafter the same shall be in full
force and effect.
