A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA FINDING THAT CERTAIN
CHARGES ARE EXEMPT FROM THE
PROVISIONS OF THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT
THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES AS
FOLLOWS:
SECTION l.
The City Council fInds that the establIshment,
modification, structuring, restructuring, or approval of rates
and charges contained in Resolution Numbers 6314 (CCS) (relating
to bin rental and rollout fees) and 632l (CCS) (relating to water
connection and constructIon fees) are for the purpose of meeting
operating expenses, including employee wage rates and fringe
benefits and/or obtaining funds for capital projects necessary to
maintain service within existIng service areas.
SECTION 2. The City Council hereby incorporates into this
resolution, and adopts as its findings, the following documents
setting forth with specificity information indicating that the
rates and charges are for the purpose of meetIng operating
expenses and/or obtainIng funds for capital projects as set forth
in Section 1:
Staff Reported dated May 18, 1981, entItled
Recommendation for Refuse Rate Increase.
Staff Report dated June 30, 1981, entitled
Revised Water Rate Structure RecommendatIon
and Water Construction and Connection Fee.

Budget of the Clty of Santa Monica, 1981-82
Fiscal Year.
SECTION 3.
Pursuant to Public Resources Code Section
2l080(b)(8), the action 1ndicated 1n Section 1 was and is exempt
from the provisions of the California Environmental Quality Act
of 1970, Public Resources Code Section 21000 et seq.
SECTION 4. The City Clerk shall certify to the adoption of
this resolut1on and thenceforth and thereafter the same shall be
in full force and effect.
