CA: RMf>1: SSS: se City Council Meeting 8-25- 81 Santa Monica, California RESOLUTION NO. 6354 (C~ty Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA URGING THE FEDERAL GOVERNMENT TO ASSIST IN THE FUNDING OF HEALTH SERVICES FOR LOS ANGELES COUNTY WHEREAS, the provision of health services is of critical importance to the l~ves and well being to those persons unable to afford private medical care; and WHEREAS, the Los Angeles County Board of Supervisors, ~n adopting the 1981-82 county budget, drastically reduced funding for health services to an extent which jeopardizes the l~ves and health of numerous res~dents of Los Angeles County, including many persons who live and work in the City of Santa Monica; and WHEREAS, the policies and practices of the federal government in denying persons who are not citizens eligibility to receive MediCal and other federally ass~sted health programs has substantially contributed to the strain on the ability of the county government to provlde necessary health services; and WHEREAS, the City Council is deeply concerned that vital medical services be provided to all resldents of the county, regardless of citizenship; and WHEREAS, the City Council regards the provision of adequate health care as a primary obllgat~on of all levels of government, ~~ e . NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE: SECTION 1. The City Council expresses ~ts deep concern regarding reduction in vital health serV1ces to all res1dents of Los Angeles County, and particularly regarding the elimination of those programs which provlde vltal services to the ind~gent. SECTION 2. The City Council urges the United States Senators and Members of Congress from California to recognize the substantial contrlbution which the polic1es and practices of the federal government have made toward aggravating this problem and further urges them to work to obtaln the assistance of the federal government 2n fundlng health services for Los Angeles County. SECTION 3. The City Counc1l is particularly concerned that undocumented persons who contribute to the economic well-being of Los Aggeles County, yet are denied eligibility for federally assisted health programs, be provided w~th MediCal aSs1stance regardless of citizenship. SECTION 4. The C2ty Clerk shall certify to the adoption of this resolutlon, and thenceforth and thereafter the same shall be in full force and effect.
