A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA REQUESTING THAT
THE LOCAL RENT CONTROL LAW BE UPHELD
AND ANY REQUESTS FOR PREEMPTION
THEREFROM BE DENIED
WHEREAS, on April 10, 1979, the citIzens of Santa MonIca
adopted the Rent Control Charter Amendment to combat spiraling
rents and a severe housing shortage; and
WHEREAS, that law guarantees a faIr return on investment
and allows the costs of necessary capital Improvements to be
passed through to the tenants; and
WHEREAS, without the protectIon of the Rent Control Charter
Amendment, unfair and substantial rent increases could result,
caUSIng the dIsplacement of numerous tenants who could not afford
to pay such increases,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council urges the Department of
Housing and Urban Development not to preempt the Santa MonIca
Rent Control Charter Amendment with respect to the Sea Castle
Apartments at 1725 The Promenade and to permit its continued
application.

SECTION 2. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be
in full force and effect.
