R-6368 " - , e e CA:RMM:r Council Meeting 9-22-81 Santa Monica, California RESOLUTION NUMBER 6368 (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA OF ITS INTENTION TO AMEND THE COMPREHENSIVE LAND USE ORDINANCE RELATING TO THE eM MAIN STREET SPECIAL COMMERCIAL DISTRICT THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION l. Pursuant to Santa Monica Municipal Code Section 9l49, the City Council does hereby give notice of its intention to initiate proceedings to amend the Comprehensive Land Use Ord~nance to change the text for the CM Main Street Special Commercial D~strict as follows: I. Requirement of pedestrian Orlentation. A. On parcels having a depth in excess of 80 feet, pedestrian orientation along Main Street frontage shall be mandated. Pedestrian Orientation shall be achieved by a combination of frontage lease space and pedestrian facilities, although driveways and frontage parking shall be permitted when associated parking lots adjo~n lease space (not beneath) and do , - e e not exceed 40% of Main Street frontage. B. On parcels having a depth of 80 feet or less, new construction shall be exempt from the pedestrian oriented requirement unless such a parcel has street frontage exceeding lOO feet or has a surface area exceeding 7,000 square feet, in which case new construction shall be pedestrian oriented w2th a minimum of 30% of street frontage improved with commercial space. II. Occupancy by Community Oriented Uses. A. In all new construction, a minimum of 30% of commercial floor area but in no case less than 20% of net usable floor area shall be occupLed by community oriented uses (goods and services; shops or office space), except as exempted in subparagraph B. B. Parcels having 75 feet of Main Street frontage or less, or having less than 5,000 square feet of surface area shall be exempt from the community oriented occupancy requirement. III. Conditional Uses. Artist stUdlOS, craft shops, and/or artisan-type manufacturing--separately or in conjunction with associated artist -2- --- e e residential usage--shall be permitted with a condltional use permit. SECTION 2. Pending final determinatlon of the proceed- ings initiated pursuant to Section 1 of this Resolution, no development shall be approved pursuant to Section 5 of Ordi- nance Number 1220 (CCS) that is inconsistent wlth the change of text proposed in this resolution. SECTION 3. The City Clerk shall certify to the adop- tion of this resolutlon and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: ~~~ ROBERT M.
