R-6389 , e e GS:SES:KS 11-3-81 RESOLUTION NO. 6389 (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SUPPORTING ENERGY CONSERVATION PLANS WHEREAS the conservat1on of electr1city and natural gas is a declared goal of the country and the City of Santa Monica; WHEREAS the costs of gas and electricity are expected to rise substant1a11y during the com1ng years for the residents of Santa Monica; WHEREAS substantial energy savings can be ach1eved through the appropriate use of simple conservat1on devices and techniques; WHEREAS the C1ty of Santa Monica 1S comprised of approximately 80% tenants, and tenants have been designated as a "spec1a1 need" consti- tuency to the California Energy CommiSS1on under the State Residential Conservation Service Plan; WHEREAS the City believes that this renter population can be effectively reached through an aggressive outreach program for conserva- tlOn aud1ts; WHEREAS the City of Santa Mon1ca 1S comprised of approximately 16% elderly, and elderly have been designated as a "spec1a1 needll consti- tuency by the Californ1a Energy Commlss1on under the State Res1dentia1 Conservat1on Plan; , e e GS:SES:KS 11-3-81 Resolution No. 6389 (City Council Series) WHEREAS the C1ty belleves this elderly population can be assisted through the direct installation of conservation devices 1n their homes and apartments; WHEREAS tenants who 11ve in bU1ldings of five units or more are currently ineligible for the State Residential Conservat1on Serivce Plan audit services from the utilities, and these tenants constltute a substan- tial port1on of the res1dents of Santa Monica; WHEREAS all tenants are ratepayers and bear the cost of the utility State Residential Conservation Serv1ce aud1ts program and should thus be eligible for its d1rect cost-saving benefits; and WHEREAS a program of energy conservation audits where conservation mater1als are installed can pay for itself 1n energy savings. NOW, THEREFORE, the C1ty Council of the Clty of Santa Monlca does resolve as follows: SECTION 1. The Clty Council does endorse the concept of energy audlts where conservation devices are provided and lnsta1led and where all 1ts residents are eligible for these serV1ces. SECTION 2. The Clty Council authorizes the City Manager to investigate and negotiate wlth the Southern California Gas Company and the Southern Californla Ed1son Company for the performance of these serVlces in Santa Mon1ca under those util1t1es' Residentlal Conservation Serv1ce program. - 2 - \. e e GS:SES:KS 11-3-81 Resolution No.6389 (City Councll Series) SECTION 3.
