RESOLUTION -6415--
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AUTHORIZING THE
THE CITY MANAGER TO DEVELOP AND INITIATE
A MANAGEMENT IMPROVEMENT PROGRAM AND ENTER INTO
A CONTRACT WITH A CONSULTANT TO ACCOMPLISH PHASE
ONE OF THE PROGRAM.
WHEREAS) the City needs a budget and fiscal system which provides regular
and accurate infonmat1on on the status of City expenditures, clarif1es manage-
ment choices and accountability and links performance of management objectlves
to the City's fiscal plan) and
WHEREAS. the budget must provide information which is easily accessible
to the public, facilitates Council POllCY choices, and promotes flexibllity; and
WHEREAS. consulting expertise will allow the City to proceed expeditiously
to prepare the necessary information for Council and community)
NOW. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY
RESOLVE:
Section 1. The City Manager 1S directed to develop and lnitiate a manage~
ment improvement program.
Section 2. The City Manager is authorized to enter into a short-term
consultlng contract to accompllsh phase one of the management 1mprovement
program for an amount not to exceed $25,000.
Section 3. That the Clty Clerk shall certify to the adopt1on of this
Resolution. and thenceforth and thereafter the same shall be in full force
and effect.
