A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA 110NICA HAlVING FURTHER FOR..."'1AL BID
PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION
FOR PURCHASE OF &~ ATOMIC ABSOP~TION SPECTRO-
PHOT011ETER.
WHEREAS, the City of Santa Monica Water Division has
a requirement for an atomic absorption spectrophotometer; and
WHEREAS, the Model IL-55l Atomic Absorption Spectro-
photometer is a state-of-the-art instrument that provides a
greatly expanded capability for analyzing metals in water; and
HHEREAS, this analysis is necessary to insure compliance
with Federal and State regulations regarding drinking water; and
}lliEREAS. both the Los Angeles County and City Sanitation
Districts are presently using this instrument; and
l?iHEREAS. the City has informally advertised for bids to
supply this instrument; and
\~EREAS, to the best of Staff's knowledge only one
company can supply this instrument.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
lfONICA DOES RESOLVE AS FOLLOWS.
SECTION 1. That the City Council finds that the
requirement exists to purchase the Model IL-55l Atomic Absorption
Spectrophotometer.
SECTION 2. That the informal bid solicitation is
sufficient search of the market and further bid solicitation would
cause unnecessary expense and delay.

SECTION 3
That the City Hanager is hereby authorized
to execute a purchase agreement for this instrument.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution. and thenceforth and thereafter the same shall
be in full force and effect.
