A RESOLUTIO~ OF THE CITY COU~CIL OF THE
CITY OF SANTA MONICA AUTHORIZIXG THE FOR-
MATIO~~ OF A LEAA E":\"T ITLEHENT JURISDICT ION.
WHEREAS, the Law Enforcement Assistance Admlnlstration Pro-
gram has been in eXlstence for over ten years and most citles
and most counties have partICIpated and benefited from Califor-
nIa's regional dellvery system for LEAA funds; and
WHEREAS, the new LEA~ legislatIon provldes for entitlement
Jusrisdlctlons so that funding can be accomplished with less
red tape and effectIvely reduces the authorlty of the state to
Intervene in local crimInal Justlce actlvitles; and
WHEREAS, entitlement Jurisdictions conslst of (1) state,
(2) cIties, (3) countles, and (4) any combinations of such unlts
wlth at least 100,000 populatIon; and
WHEREAS, fragmentation of the crlmlnal Justice system must
be avoided, and the ]olning of lndividual citles and/or countles
together in entitlement jurlsdlctions will enhance local control
and maXImum use of LEAA funds and will make the comblnations equal
to the state but not autonomous;
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY OF SAKTA MO~ICA
that It chooses to JOln together with other cltles ln Los Angeles
County to create a comblnatlon of governmental unlts totallIng
a populatlon of at least 100,000 and form an entitlement
]urisdlctlon.
