A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MOKICA SUPPORTIKG FUKDIXG
OF PROJECT HEAVY WEST u~DER THE COUNTY
JUSTICE SYSTEM SUBVENTION PROGRAM AND
URGIKG LOS A~GELES COUNTY RECOGKITIOK.
WHEREAS, the County of Los Angeles, via ltS Unlform County
Justlce System Subvention Program, commissioned an evaluatlon of
the lmpact of Juvenile Dlverslon ln Los Angeles; and
WHEREAS, the results of that evaluatlon show that the Youth
Servlce/Dlversion Projects have had a slgnlflcant effect In pre-
ventlng Juvenile deliquency in the County, In a cost effective
JIlanner; and
WHEREAS, the Clty of Santa Mon1ca 15 part of a Youth Serv1ce/
Dlverslon ProJect known as Project Heavy West which is a member of
the Youth Policy Council/Delinquency Prevention Assoc1ation of
Los Angeles County; and
WHEREAS, the County of Los Angeles has available 17.8 mil-
llon dollars from the State under the UniforJll County Just1ce Sys-
teM Subvention programs for Juvenile Dellnquency Preventlon Pro-
grams; and
WHEREAS, the Los Angeles Regional Crimlnal Justlce Planning
Board has, 1n the past, offered Juvenlle Justice and Dellnquency
Preventlon funds to the Youth Policy Council/Delinquency Preven-
tion Associatlon to serve as matchlng funds for Uniform County
Justlce System Subventlon Program dollars; and
WHEREAS, the Los Angeles Reglonal Criminal Justice Plannlng
Board has indicated a continuing wllllngness and desire to use
Juvenlle Justlce and Delinquency Preventlon funds a match for
compatlble program funds; and
WHEREAS, the intent of Unlform County Justice System Sub-
ventlon Program 15 within the scope of the activitles offered by
the Project Heavy West; and

WHEREAS, the Clty of Santa Monlca makes up a percentage of
Los Angeles County's Juvenlle DelInquency proble~; and
WHEREAS, the City of Santa Monlca has invested great amounts
of time, resources and money in the plannIng, development, Imple-
mentation and operatIon of the Project Heavy West WhlCh funds
twenty flve (25) communlty-based agenCIes that have provided ser-
vices to more than 2000 youth;
THEREFORE, BE IT RESOLVED THAT THE CITY OF SANTA MO~ICA sup-
port the ProJect Heavy West in seeklng funding under the Unlform
County Justice System Subventlon Program or other appropriate
Programs and urge the County of Los Angeles to recognlze the al-
ready established youth service dellvery system for all approprlate
funds flowing to the City.
