PHERFAS, it was necessary to prepare environmental
assessments for the projects ~roposed in the Housing and Community
Development Block Grant application: and
~~ERFAS, the environmental status of each proJect was
determined and the applicable assess~ent preparen, and
~HE~EAS, public notification was conducted in a manner
providinq citizens acenuate opportunjty to review and co~ent on
the draft assessments; and
~PE~FJl.S, depart~ents and a~encies having special interest
or jurisdiction over the prolects reviewed the draft assessments; and
~~ERFAS, no co~~ents or suqaesteo revisions have been
received to date; and
~HERFAS, the followina draft environ~ental assessments have
been prepared for each new project contained in the 1980-8l Community
Development Block Grant application:
1. A Notice of Findinq of No Sianificant Effect on the
PnvironMent and a Neqative Declarat10n for Housing PrograMs to Benefit
Low/~oderate-IncoMe Fouseholds.

Fnviron~ent and a Negat1ve Declaration for a ~ultiservice Center
ror Social Services.
3. A Notice of Find~nq of No Significant Effect on the
EnvironMent and a Negative Declaration for Northeast Ocean Park
Neiqhborhood Center.
4. A Notice of Findinry of No Significant Effect on the
FnvironMent ana a Negative Declaration for Street LiahLino on Euclid
Etreet and ~ichlaan Avenue.
5. A Notice of Finding of No SiGnificant Fffect on the
FnV1ron~ent and an Exemotion Declaration for Security Liahting on Mall.
6. A Notice of Finding of No Signiflcant Effect on the
EnvironMent and an ExeMption Declaration for Joslyn Park Inproveroents.
Additional p~ojects to be covered under-the 1980-81 Co~munity
DevelopMent Rloc~ r,rant funding are exempt froM environ~enta1 review.
Thev are: Planninq and Ad~inistration, Fair P-ousing Counse]lng and
Infor~at1on Service, Feasibility Stuoy on Cooperative Bousinq,
Citizen Participation Outreach (Pico Neighborhood Assoc~ation) and
Contingency Fund; and, Payment of Interest on Ocean Park Redevelop-
went ProJect Debt.

SF.CTION 3. That the City Council deter~ines that the proJect,
the Housing and Co~unity Develop~ent Block Grant applicatlon, wlll not
have a substantial adverse i~pact on the environ~ent.
~ECTION 4~ That the City Council desionates the City Manager
as the authorized representat1ve of the City of Santa Mon1ca to act in
connect1on v1ith the application, and to provide such additional
information as way be required.
SF.CTION 5. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the sa~e shall
be in full force and effect.
