RESOLUTION NO. 5516 (CCS)
A JOINT RESOLUTION OF THE SANTA
MONICA CITY COUNCIL AND THE SANTA
MONICA RENT CONTROL BOARD.
WHEREAS, on April 10, 1979, the voters of the City
of Santa Monica approved the "Rent Control Charter Amendment"
as Article XVIII of the Santa Monica City Charter~ and
WHEREAS, both the Clty Council and the Rent Control
Board desire to foster a relationship of cooperation, trust,
and mutual service to the cltizens of the City of Santa Monica,
by integrating and harmonizing the remainder of the Clty
government with the operation of the Rent Control Law and program~
NOW THEREFORE, the Santa Monica City Council and the
Santa Monica Rent Control Board jointly and mutually resolve
as follows:
SECTION 1. A joint Conference Committee, consisting
of at least one member of the City Council and the Rent Control
Board, which is advisory only, shall meet as needed to discuss
ways to harmonize and co-ordinate the City Charter with the
Rent Control Charter Amendment, and the policies of the City
Council and the Rent Control Board.
SECTION 2. Legal staff hired by the Rent Control Board
shall represent and advise the Rent Control Board and its
staff ln any or all actions and proceedings ln which the Board
or its staff, in or by reason of their official capacity, are
concerned or are a party, including prosecution on behalf of
the people of criminal cases for violation of the Rent Control
Law.

SECTION 3. Prior to the beginn1ng of each fisca~
year, July 1, the Rent Control Board shall hold a public
hearing on a proposed budget for the Rent Control Admlni- ~
stra~ion for said fiscal year, and shall adopt a budget. Upo~
final adoption, the budget shall be 1n effect for the ensuing
fiscal year. Copies of the adopted budget shall be filed
with the City Clerk, Controller and Manager. From the
effective date of the budget, the amounts stated therein as
proposed expend1tures shall be and become appropr1ated by the
Board to the Rent Control Adminlstration for the respectlve
ObJects and purposes therein specified. At any meeting after
the adoption of the budget, the Board may amend or supplement
the budget oy the affirmatlve votes of at least three (3)
members.
SECTION 4. The Board has the authority to hire, pay,
promote and fire any employees it deems necessary for the
implementation of the Rent Control Law.
SECTION 5. The City Attorney and the Rent Control
Adrnlnistrator are instructed to draft for Council consideration
as soon as possible a mod1ficat1on of City Ordinance *1127,
approved by the Council on June 29, 1979, to conform to the
terms and splrit of this JOlnt Resolution.
SECTION 6. The City Clerk and Secretary to the Rent
Control Board shall certify to the adopt~on of this resolution,
and thenceforth and thereafter the same shall be in full
force and effect.
