R-5539 I .. -- ! ........- ~~ RESOLUTION NO. 5539 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA INDICATING ITS INTENT TO IMPLEMENT PRIOR TO DECEMBER 3lt 1982 HEREIN DEFINED "REASONABLY AVAILABLE CONTROL MEASURES II FROM THE SOUTH COAST AIR OUALITY MANAGEMENT PLAN WHEREAS the Federal Clean Air Act (42 U.S.C. 7401, et seq.,) seeks to develop a cooperative federal, state, regional, and local government program to prevent and control air pollution in order to protect and enhance the quality of the nation's alr resources so as to promote the publlC health and welfare of its populatlon; and, WHEREAS pursuant to Section 172 (a) (1) of the Clean Alr Act, as amended, the Southern California Association of Governments (SCAG) and the South Coast Air Quality Management District have prepared an Air Quality ~anagement Plan for the South Coast Air Basin wlth the assistance of the countles of Los Angeles, Orange, Riverside, San Bernardino, and the City of Los Angeles, the San Bernardino Associated Governmentst and the State of California Air Resources Board; and, WHEREAS the Air Quality Management Plan was adopted by SCAG on January 25t 1979, by the South Coast Alr Quality Management District on January 26t 1979, and was conditionally approved by the Air Resources Board on May 10, 1979, and was forwarded to the Federal Environmental Protectlon Agency on July 25t 1979, in compliance with Section 110 (a) (1) of the Clean Air Act; and, , .. - 2 - -- WHEREAS the Clean Air Act of 1977 allows for an extension in the deadlines for attaining national air quality standards from 1982 to 1987 if all "reasonably ava11able control measures" are implemented before December 31, 1982, and 1n the event these measures are not implemented by this date, empowers the EPA to impose econom1C sanctions which could potentially cost the region billions of dollars in federal transportation and sewer construction grants; and, WHEREAS, 1n order to avo1d such federal economic sanct10ns pursuant to the 1977 Clean Air Act, the following six of the total seventy-five Air Qual1ty r4anagement Plan tactics, defined herein in "Exhiblt 1", have been specif1cally identifled as "reasonably available control measurest! which require some degree of scheduled implementation by cities and count1es 1n the South Coast Air Basin: - Modified work schedules 2 - Carpool preferential parking 3 - Increased bicycle and pedestrian facl1ities 4 - Employee ridesharing program 5 - Traffic signal synchronization 6 - Energy conservation street light1ng WHEREAS the Air Quality Management Plan provides that if any of these six measures 1S found to be inappropriate or unacceptable 1n a jurisd1ct1on then a commitment to implement an approved equivalent control measure may be substituted for implementation of any reasonably avallable control measure; .- - 3 - -- NOW, THEREFORE. BE IT RESOLVED THAT, lt is the intent of the City Council of the City of Santa Monica Section 1: To implement the pre-1982 reasonable avallable control measures, as described in "Exhibit 1", or equivalent substitute measures as set forth 1 n the South Coast AQ~1P as approved by SCAG, SCAQMD, and the Air Resources Board. Section 2: To seek adequate fundlng from federal, state and local sources to put into effect the schedule of implementation attached to thls resolution by the Clty of Santa MOnlca as "Exhibit 2". Section 3: To dlrect the City Clerk to mail copies of thlS resolution to the Southern Ca1ifornia Association of Governments, 600 South Commonwea1th Avenue, SUlte 1000, Los Angeles, Californla 90005. Section 4: The Clty Clerk shall certify to the adoption of this resolution and thenceforth and thereafter the same shall be in full force and effect. " I R~\3L Uity AtThfney , - ---- NUMBER H-4 H-5 H-23 H-34 H-35 ~ ~ .- -- EXHIB IT I CONTROL MEASURE NAME AND DESCRIPTION Modifled Work Schedules -- Initiatet support, and set a participation target of 25% of City employees for the voluntary use of modified work schedules, where feasible, includlng staggered hours, and 4/40, in order to promote the more efficient use of existing transit, to reduce the need for trip making, and to facilitate ridesharing among employees. Carpool Preferential Parklng -- Promote carpooling through the provision that 30% of all parking spaces in all public parking areas be allocated as preferred parklng spaces for employees engaged in carpooling in order to reduce the need for trip making and thus reduce vehicle miles travelled. Increased Bicycle/Pedestrian facilities -- Promote the use of bicycle and pedestrian modes of transportation for short trips ln order to reduce the need for vehicular trips and to reduce vehicle miles travelled by providlng five mlles of adequate and safe bicycle facilitles such as bike paths and bike parking areas. Employee Rideshare Program -- Initiate a shift to high occupancy vehlcles by assistlng employees to form car/vanpools wherever feaslble. Facilitate pooling by dlstributing Commuter Computer lnformation. Establish a voluntary participation target of 30% of City employees for employee ridesharing. Traffic Signal Synchronization -- Target the installation of 25 inter- connected traffic signals which are synchronized at the system level in order to facilitate improved air quality by improvlng traffic flow along selected highways.
