A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA AUTHORIZING
THE CITY TO CONTRACT WITH APPROVED ESCORT
SERVICES TO PROVInE TRAFFIC DlREC~ION ~
AT OFFICIALLY SANCTIONED EVEN<J:'S OF THE
RECREATION AND PARKS DEPARTMENT
WHEREAS, in the lnterest of public safety it is necessary
to maintain orderly traffic flow at various events scheduled
by the Recreatlon and Parks Department, and
WHEREAS, sufficient traffic control personnel are not
always avallable to dlrect traffic at these events, and
\iHEREAS Section 21000 (e) of the California Vehicle Code
authorizes a local authority to adopt a policy by resolutlon
regarding regulatlon of traffic by any qualified person on a
temporary baS1S.
THE CITY COUNCIL OF THE CITY OF SANTA MONIC~ DOES
HEREBY RESOLVE:
SECTION 1. The C~ty of Santa Monlca may contract with a
qualified escort service to provide traffic control at offlclally
sanctioned events of the Recreation and Parks Department.
SECTION 2. Any escort service desiring to contract with
the City shall either be licensed by the State or SUb~lt to
the Chief of Pollee verification of an employee tralning
program for his approval.
SECTION 3. Any approved escort service employees acting under
contract with the city shall wear an offlclal lnslgnia issued
by the City during the course of their appointed duties.
