RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA AUTHORIZING THE SETTING OF
A PUBLIC HEARING AND PUBLICATION OF NOTICES
FOR PUBLIC HEARING ON PROPOSED COOPERATION
AGREEMENT BETIvEEN THE CITY OF SANTA MONICA
AND THE HOUSING AUTHORITY OF THP COUNTY OF
LOS ANGELES.
WHEREAS, it 1S the POllCY of this local1ty to el1m1nate
substandard and other lnadequate housing, to prevent the spread of
slums and blight, and to realize as soon as feasible the goal of a
decent home in a sUltab1e 1lvlng environment for all of lts citlzens;
and
WHEREAS, under the provis1ons of the united States Hous1ng
Act of 1937, as amended, (here1n called the "Act") the Department of
Housing and Urban Development (herein called "HUD") 18 author1zed to
provlde flnanclal assistance to local publ1C hous1ng agenc1es (here-
inafter'called "Local Authorlty") for undertaking and carrYlng out
prel1m1nary planning of low-rent hous1ng projects that w1II assist
ln meeting this goal; and
WHEREAS, pursuant to Sect10n 15(7) (b) of the Act, as
amended, it 1S necessary in order to obtaln Federal flnancial as-
sistance for low-rent houslng that the local govern1ng body enter
into a Cooperation Agreement with the Local Author1ty prov1d1ng
for local cooperation ln connection w1th such hous1ng projects; and

WHEREAS, pursuant to Section 34515 of the Health and
Safety Code express authority is g~ven for local governing bod~es
to enter into agreements with hous~ng authorities provid1ng for
local cooperat~on wlth respect to low-rent housing proJects; and
WHEREAS, Section 34518 of the Callfornia Health and
Safety Code provides that prior to entering lnto a Cooperatlon A-
greement with a Houslng Authority, the govern~ng body of any State
pub1~c body shall hold a public hear~ng for the purpose of giving
1nterested persons an opportunlty to be heard as to whether such
Cooperation Agreement shall be entered into; and such section of
the mentioned Code further provldes that notlce of such hearing
shall be pub1lshed once a week for at least two weeks prlor to the
date of the hearing, ~n a newspaper of general circulatlon. and
WHFREAS, the City of Santa Mon~ca proposes to enter
into a Cooperat1on Agreement w~th the Houslng Authority of the County
of Los Angeles prov1dlng for local cooperation in connection with the
development of dwelling un1ts for liv~ng recommendat1ons for persons
of low 1ncome to be located in the C1ty of Santa Mon1ca
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COL~CIL OF
THE CITY OF SANTA MONICA AS FOLLOWS:
SECTION 1. That the City Clerk of the City of Santa
Mon1ca publish a notice, in the form attached hereto as Exhlb~t "A",
1n the Evening Outlook, a newspaper of general circulat~on, on the
10th day of June I 1980, and on the 17th day of June 1980, for a
public hearing to be held before this body on the 24th day of June,
1980, at the hour of 7:30 p.m., for the purpose of giving interested
persons an opportun~ty to be heard as to whether such cooperation
Agreement shall be entered into.

SECTION 2. That three caples of the proposed Cooperatlon
Agreement to be consldered by th1s body shall be ava1lable for 1n-
spectlon by 1nterested persons at the Clerk's office prlor to the
pub11c hearing.
SECTION 3. The City Clerk shall cert1fy to the adoption
of this resolut1on, and thenceforth and thereafter the same shall be
1n full force and effect.

NOTICE OF PUBLIC HEARING TO BE HELD CONCURRENTLY BY THE
PARKING AUTHORITY, REDEVELOP~ENT AGENCY, HOUSING AUTHORITY
AND CITY COUNCIL OF THE CITY OF SANTA MONICA, CALIFORNIA
NOTICE IS HEREBY GIVEN that a public hearing will be held in the City Council
Chambers, located at 1685 Main Street, in the City of Santa Monica, County of
Los Angeles, California, on the 24th day of June 1980, at the hour of 7=30 p.m.,
for the purpose of giving interested persons an opportunity to be heard on the
follo~ng matters:
1. Consideration by the Parking Authority of the City of Santa Monica
whether Authority land located at 175 Ocean Park Boulevard is needed
for parking purposes, and_whether this land should be transferred to
the HouSing Authority or the City pursuant to Streets and Highways
Code Section 32802;

2. Consideration by the Redevelopment Agency of the City of Santa Monica
of the delegation of its responsibility for the rehabilitation of the
housing units located at 175 Ocean Park Boulevard, under the Coastal
Development Permit requirements for the Ocean Park Redevelopment
Project, to the Housing Authority or City of Santa Monica;
3. Consideration by the-Housing Authority of the City of Santa Monica of
a proposed Cooperation Agreement with the Housing Authority of the
County of Los Angeles providing for local cooperation in connection
with the development of dwelling units for living accommodations for
persons of low and moderate income in the City of Santa Monica; and,
4. ConSideration by the City Council of the City of Santa Monica of a
proposed Cooperation Agreement with the Housing Authority of the
County of Los Angeles providing for local cooperation in connection
with the development 2f dwelling units for living accommodations for
persons of low and moderate income in the City of Santa Monica.
NOTICE IS HEREBY FURTHER GIVEN that copies of the proposed Cooperation Agreements
are now available for inspection by interested persons at the office of the City
Clerk.
