RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH
THE DEPART}ffiNT OF TRANSPORTATIO~, U~ITED STATES OF ~1ERICA,
FOR A."~ OPERATDIG GRANT UNDER SECTION 5 OF THE URBA.~ ~tASS
TRfu~SPORTATIO~ ACT OF 1964, AS ~IENDED
~~EREAS, the Secretary of TransportatIon is authorized to make grants for
mass transportation proJects;
~~EREAS, the contract for financial aSS1stance will 1mpose certa1n oblIga-
tIons upon the applicant, IncludIng the proviSIon by 1t of the local share
of project costs;
\~EREAS, It IS required by the U. S. Department of Transportat1on in accord
with the provlsions of Tltle VI of the CIvil Rights Act of 1964, that In
connection WIth the filIng of an applIcation for aSSIstance under the Urban
~fass TransportatIon Act of 1964, as amended, the applIcant give an assurance
that It WIll comply WIth Title VI of the CIVIl RIghts Act of 1964 and the
u. S. Department of Transportation requirements thereunder; and
~1IEREAS, It 1S the goal of the Appl1cant that m1norIty bUSIness enterpr1se
be utIlIzed to the fullest extent possIble in connection WIth thIS proJect,
and that defInite procedures shall be established and adminIstered to ensure
that mInorIty businesses shall have the maXImum feasible opportunIty to
compete for contracts when procur1ng construction contracts, supplIes,
eqUIpment contracts, or consultant and other servIces:
~OW, TIIEREFORE, BE IT RESOLVED by the CIty Council of the CIty of Santa
MonIca as follows:

That the CIty Manager 1$ authorlzed to execute and fl1e an
applIcatIon on behalf of the Santa Homca MuniClpal Bus Lines
w1th the U. S. Department of TransportatIon, to aid In the
finanCIng of the tranSIt operatIons for the 1980 fIscal year.

That the City Manager is authorIzed to execute and fIle ~ith
such applicat10n an assurance or any other document required
by the U. S. Department of TransportatIon effectuatIng the
purposes of TItle VI of the Civil R1ghts Act of 1964.
That the Clty Manager 1S authorized to furnish such addlt10nal
Informatlon as the U. S. Department of TransportatIon may reqUIre
In connection with the applicat10n or the proJect.
That the C1ty Manager is authorized to set forth and execute
affIrmative minority bUSIness poliCIes In connection WIth any
of the proJect's procurement needs.
That the C1ty Hanager IS authorIZed to execute grant contract
agreements on behalf of the Santa MonIca MunICIpal Bus L1nes
WIth the U. S. Department of TransportatIon for aid in the
f1nancing of the operating assistance proJects.
