A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
AUTHORIZING AND DIRECTING THE CITY
PERSONNEL TO NOTIFY OUR APPROPRIATE
REPRESENTATIVES IN WASHINGTON AND
CALIFORNIA OF THE IMPORTANCE OF THE
AIRPORT LITIGATION TO LOCAL PROPRI-
ETORS OF THE AIRPORT AND ENLISTING
THE SUPPORT OF THE FEDERAL AND LOCAL
GOVERNMENT IN RELATIONSHIP THERETO.
WHEREAS, in the case of Natlonal Business Aircraft
Association, In~., et al., v. City of Santa Monlca now pendlng
in United States District Court for the Central Dlstrlct of
California, the validity of the regulations provlding for
noise abatement at the Santa Monica Munlcipal Alrport have
been challenged; and
WHEREAS, the establishment and enforcement of
effective nOlse abatement regulations is vltal to the enVlron-
mental health of the community and the cltlzens who reside
therein; and
WHEREAS, the protectlon of the principle of local
control over proprietary enterprises lS vital to the
maintenance of an enlightened federal system of government; and
WHEREAS, the elected officials of the United States
Congress representing the citizens of Santa Monica are ln a
position to inform the offlclals of the executlve branch of the
federal government of the needs of the people of the Clty of
Santa Monlca and of the lmportance of the lssues at stake ln

WHEREAS, the elected officials of the State of Callfornia
representing the citlzens of Santa Monica are in a posltlon
to inform the offlcials of the executive branch of the state
government of the needs of the people of the Clty of Santa
Monlca and of the importance of the issues at stake in this
lltlgatlon,
NOW THEREFORE, the Clty Council of the City of Santa
Monlca does hereby resolve as follows:
SECTION 1. The United States Senators and Congressmen
and the elected state and local officlals who represent the
people of the City of Santa Monlca are hereby urged to support
the Clty of Santa Menlca In the above litlgation and to lnform
approprlate'-agencies of the United States and State of Callfornla
to do the same and to communlcate the importance of the
princlple of local proprietary control over the function of
noise abatement at rnunlcipal airports and of the necessity to
preserve and protect the envlronrnental health of the comrnunitles
surroundlng said airport~.
SECTION 2. The Clty Clerk shall certify to the adoptlon
of this resolutlon, and thenceforth and thereafter the same
shall be In full force and effect.
