A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA IN-
CORPORATING BY REFERENCE THE TERMS
OF 2 CALIFORNIA ADMINISTRATIVE CODE
SECTION 18730 PERTAINING TO CONFLICT
OF INTEREST CODES
WHEREAS, the Political Reform Act, Government Code Sectlon 81000,
et seq., requires every state or local government agency to adopt and
promulgate a Confllct of Interest Code; and
WHEREAS, the Fair Political Practlces Commission has ado~ted a
regulation, 2 Cal.Adm. Code Section 18730, WhlCh contalns the terms
of a standard model Conflict of Interest Code, WhlCh can be incorporated
by reference, and which will be amended to conform to amendments in
the Political Reform Act after public notice and hearlngs conducted
by the Fair Political Practices Commisslon pursuant to the Administrative
Procedure Act, Government Code Sections 11370, et,..seq:.; and
WHEREAS, thlS body has determined that the attached Appendices
accurately set forth those posltions which should be deslgnated and
the categories of financial interests WhlCh should be made reportable;
BE IT NOW THEREFORE RESOLVED THAT:
1. The terMS of 2 Cal. Adm. Code Sectlon 18730 and any amendments
to lt that have been duly adopten by the ~alr Polltlcal Practlces Com-
m~ssion, alonq wlth the attached Appendlces in WhlCh officlals and em-
ployees are deslgnated and disclosure categorles are set forth, are here-
by lncorporated by reference and constltute the Conflict of Interest Code
of the Clty and the followlng depart~ents, Boards and Commissions:

Adminlstratlve Services, Alrport, Attorney, Building and
Safety, City Clerk, Entertainment Facilities, Environmental Services,
Flnance, Fire Department, Library, City Manager, Pollce Department,
General Services, Recreation and Parks, Transportation, Rent Control,
and License Review Board.
2. Future amendMents to the terms of 2 Cal. Adm. Code
Section 18730 that are
duly adopted by the Fair Political
Practlces Commission shall become part of the City's Code upon the
expiration of 45 days after receipt by the City Council, unless the
Councll, by Resolution, decides not to adopt such amendments In whole
or ln part. The Council reserves the right to add provislons not
contained in the State Code.
3. Pursuant to Section 4 (c) of the Code, all deslgnated employees
shall flle statements of economic interest with the City Clerk, to
whom the Clty Council hereby delegates the authority to carry out
the dutles of fillng officer.

EXHIBIT B
General Provisions
When a designated employee is required to disclose investments and
sources of income, he/she need only disclose investments in business
entities and sources of income which do business in the jur1sdict10n,
plan to do business in the jurisdiction or have done business in the
jur1sdiction within the past two years. In addition to other activities,
a business entity is doing business within the jurisdiction if it owns
real property within the jurisdiction. When a designated employee is
required to disclose interests in real property, he need only disclose
real property which 1S located in whole or in part within or not more than
two ITflles outside the boundaries of the jurisdiction or within two miles
of any land owned or used by the local government agency.
Designated employees shall disclose their financial interests pursuant
to the appropriate disclosure category as indicated in Exhibit A.
D1sclosure Categories
Category 1: Persons in this category shall disclose all interests in
real property,
Category 2: Persons in th1S category shall disclose all investments.
Category 3: Persons in this category shall disclose all sources of
income.
Category 4: Investments in business entities and sources of 1ncome of
the type which, within the past two years, have contracted
with the designated employee's department to provide services,
supplies, materials, machinery or equipment.

Category 5= Persons in this category shall disclose any business entity
in which the designated employee is a director, officer,
partner, trustee, employee, or holds any position of manage-
ment.
Category 6: Persons in this category shall disclose all investments,
interests in real property and sources of income subject
to the regulatory, permit or licensing authority of the ~oard or
Commission on which the member serves.
