RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ~ONICA CONSENTING TO THE SALE OF LAND IN
THE OCEAN PARK REDEVELOP~ENT PROJECT l(b) BY
THE REDEVELOPMENT AGENCY OF THE CITY OF SA~TA
MONICA TO UNITED STATES CONDO~I~IU~ CO~PORATION
AND THE EXECUTION OF A DISPOSITION AND DEVELOP-
!lENT AGREEMENT RESPECTING SAID LAND.
WHEREAS, in furtherance of the obJectives of the Community
Redevelopment Law, the Redevelopment Agency of the City of Santa
Monica (hereinafter, "Agency") is engaged in carrying out the Ocean
Park Redevelopment Project l(b) referred to herein as the "Project") ~
and,
WHEREAS, there has been prepared and approved by the Agency
an Urban Renewal Plan for the ProJect consisting of a Redevelopment
Plan for Ocean Park Redevelopment Project 1(b) adopted January 17,
1961, by Ordinance No. 516 of the City Council of the Clty of Santa
Monica (hereinafter, nCltytl), as amended January 26, 1965, by Ordinance
Uo. 667 of the City~ and September 12, 1972, by Ordlnance No. 896 of
the Clty as it may be ~odlfied or amended ln accordance with the
provlsions of the Community Redevelopment Law (which ?lans are here-
lnafter collectively called the ';Redevelopment Plan"): and,
WHEREAS, the City has considered the information presented
in the inltlal study prepared for the PROJECT in accordance with
the Californla Envlronmental Qua11ty Act, and State and local
guidelines adopted pursuant thereto; and,

WHEREAS, the Agency cert~fied an Environmental Impact
Report for the ProJect on July 13, 1976, by Resolution No. 334 (R.A.S)
of the Agency; and,
WHEREAS, the Agency proposes to enter into a Dispositlon
and Development Agreement with the United States Condo~inium
Corporation (hereinafter, "Redeveloper") for the sale of certain
land within the Project (generally, the area bounded by Neilson Way,
Barnard Way, Ocean Park Boulevard, and the southerly C~ty boundary
of Santa Mon~ca more fully described in the proposed Agreement) ,
and the development of said land (hereinafter, the "Property") for
uses 1n accordance w1th the Redevelopment Plan; and,
WHEREAS, the proposed D~sposition and Development Agreement
conta1ns all the prOV1S1ons, terms and condit1ons, and obligat1ons
required by State and local law; and,
WHEREAS, the Redeveloper possesses the qual1f1cat10ns and
financial resources necessary to acquire the land and 1nsure development
of the Property in accordance with the purposes and object1ves of
the Redevelopment Plan; and,
WHEREAS, pursuant to the California Community Redevelopment
Law (Health and Safety Code Section 33000 et seq.) the C1ty has held
a public hear1ng on the proposed sale of the Property and the proposed
Disposit1on and Development Agreement; and,
WHEREAS, the C1ty has duly considered all terms and conditions
of the proposed sale and believes that the Development Agreement
1S in the best interests of the City and the health, safety, morals,
and welfare of its res1dents, and in accord w1th the public purposes
and provisions of the applicable State and local law and requirements.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA MONICA, CALIFORNIA, AS FOLLOWS:
SECTION 1. The City hereby finds and determines that:
(a) Neither the approval nor the imulementation
of the proposed sale and Disposition and Development Agreement will
cause substantial changes in the ProJect or the circumstances under
which the Project is undertaken such that new envlron~ental lmpacts
wlll result WhlCh would requlre major revisions to the Environmental
Impact Report previously adopted for the Project due to the involvement
of new environmental lmpacts not covered in said previous Environmental
Impact Report.
(b) No subsequent Envlronmental Impact ~eport
or supplement to an Environmental Impact Report is necessary or required.
(c) Nelther the approval nor the lmplementation
of the sale and the Disposition and Development Agreament will have
a slgnificant effect on the environment.
SECTION 2. The Clty consents to the sale of the Property
and the executlon and implementation of the Disposition and Development
Agreement by the Agency.
SECTIOn 3. The City Clerk shall certify to the adoption of
this resolution, and thenceforth and thereafter the same shall be in
full force ana effect.
