RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE SUBMITTAL OF A PROPOSAL FOR THE
DEVELOPMENT, REHABILITATION, CONSTRUCTION AND OWNERSHIP
OF LOW-RENT HOUSING PROJECTS OF NOT-TO-EXCEED 27 DWELLING
UNITS LOCATED AT 175 OCEAN PARK BOULEVARD, AND APPROVING
THE FORM OF COOPERATION AGREEMENT BETWEEN THE CITY OF
SANTA MONICA AND THE HOUSING AUTHORITY OF THE COUNTY OF
LOS ANGELES, CALIFORNIA, AND AUTHORIZING ITS EXECUTION.
WHEREAS, it lS the policy of th18 locality to elimlnate
substandard and other inadequate housing, to prevent the spread of
slums and blight, and to real1ze as soon as feasible the goal of a
decent home 1n a suitable livlng enVlronment for all of its c1tizens:
and,
WHEREAS, under the provisions of the United States Housing
Act of 1937, as amended (herein called the "Actll), the Department
of Housing and Urban Development (herein called "HUD") 1S author1zed
to provide financ~al asslstance to local public housing agenc~es
(hereinafter called IILocal Authority") for undertaking and carrYlng
out the development and operatlon of low-rent hous~ng projects that
wll1 assist in meeting th1S goal: and,
WHEREAS, Section 34313 of the Californ1a Health and Safety
Code, as amended, provldes that no low-rent housing project shall
be developed, constructed, or owned by the Local Authority until
the governlng body of the locality has by resolut1on approved such
proJects: and,

WHEREAS, pursuant to Sectlon 15(7) (b) of the Act, as
amended, before HUD can provlde flnancial assistance to a local low-
rent housing project, it is necessary that the local governlng body
enter 1nto a Cooperation Agreement with the Local Authority providing
for local cooperation in connection with such housing project~ and,
WHEREAS, pursuant to Section 34515 of the Californla Health
and Safety Code express authority is given for local governing bodles
to enter lnto agreements with housingauthoritiesprovidlng for local
cooperation with respect to low-rent hous1ng proJects~ and,
WHEREAS, pursuant to and in compliance with the provisions
of Section 34518 of the Callfornia Health and Safety Code, th1S
governlng body dld on May 14, 1980, adopt a Resolution authorizing
the publication in a newspaper of general circulation, on June 10,
1980, and on June 17, 1980, of a notice of a public hearing to be
held June 24, 1980, before this governing body for the purpose of
glving all lnterested persons an opportunlty to be heard as to whether
such Cooperation Agreement should be entered into~ and, there has been
made aval1able at least three (3) copies of the proposed Cooperation
Agreement for inspectlon by interested persons prior to the mentioned
public hearing~ and,
WHEREAS, the notices for a public hearing have been published
as above provided and thlS govern1ng body has held a public hearing
starting at the hour of 7:30 p.m. on the 24th day of June, 1980, giving
all interested persons an opportunity to be heard as to whether the
proposed Cooperation Agreement, in the form attached hereto, should
be entered into whlch said hearing has been concluded with all matters
in connectiontherewithhav1ng been fully consldered by this body.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AS FOLLOWS:
SECTION 1. There eXlsts in this locallty a need for such
low-rent hous1ng at rents wlthin the means of lOW-lncome families
or persons.
SECTION 2. The City Council does hereby agree to entertain
proposals from the Los Angeles County Housing Authority for the
development, construction or rehabilitation and ownership or long-term
lease by the Los Angeles County Houslng Author~ty of 175 Ocean Park
Boulevard and the operation of the Local Authority in the City.
SECTION 3. ThlS governing body after having held a public
hear1ng and g1ving all interested persons an opportun1ty to be heard,
hereby determlnes, pursuant to the provis1ons of the California
Housing Cooperative Law (being Chapter 2 of Part 2 of Dlvlsion 24 of
the Cal1fornla Health and Safety Code), to enter into a Cooperatlon
Agreement in substantially the form attached hereto with the Los
Angeles County Housing Author1ty. The ~ayor of this governing body is
hereby authorized and directed to execute such Cooperatlon Agreement
In the name and on behalf of the Clty of Santa Monica, and the City
Clerk is hereby authorized and dlrected to affix or ~mpress the
offlcial seal of this governing body thereon and to attest the same.
Such Cooperation Agreement shall be in the form of the agreement
attached hereto.
SECTION 4. The Clty Clerk shall certify to the adoption
of th1S resolutlon and thenceforth and thereafter the same shall be
in full force and effect.
