SANTA MONICA RESCIKDI~G RESOLUTIONS KOS. 1008 (CC5) ,

~~EREAS, the Clty Councl1 flnds that the fare lncrease proceeds wl11
be used for one or more of the purposes detalled In Chapter 356, 5tatutes of
Callfornla (1978) and therefore 15 exempt from the Cal1fornla EnVlronmental
Quallty Act's provls1ons;
WHEREAS, the Clty Counell has held a publlC hearing after the publi-
catlon of adequate notlce as deflned In the Federal Reglster (49 CFR 635) and
has consldered comments expressed by the publlC; and
WHEREAS, the Clty Councll has glven conslderatlon to the effect on
energy conservatlon, and the economlC, envlronmental and soclal lmpacts of the
fare changes.
~ow, THEREFORE, THE CITY COU~CIL OF THE eITY OF SAKTA MONICA DOES HEREBY
RESOLVE AS FOLLOWS.
Sectlon 1. Resolutlons numbered 1008 (CCS), 3758 (eCS), 4076 (ces) ,
4659 (CeS) and 4775 (CCS) are hereby resclnded ln thelr entlrety.
Sectlon 2. The fare structure herelnafter set forth shall become effectlve
at 4:00 a.m on the 1st day of November, 1980, and the fees set forth thereln shall
be charged on the munlclpal bus llnes of the Clty:

SectIon 3. Notwlthstandlng the above general fare structure detalled In
Sectlon 2, a flat rate of fIfteen ($.15) cents for local trlps shall be charged
persons who have attalned the age of SIxty-two (62) or more years and who have ob-
talned and dlsplay ldentlflcatlon froN the TransportatIon Department or such other
Identlflcatlon as mandated under State or Federal law.
SectIon 4. NotwithstandIng the above general fare structure detalled In
SectIon 2, a flat rate fare of flfteen ($.15) cents shall be charged to ellg1ble
persons who have obtalned and dIsplay a handlcapped ldentlflcatlon card from the
TransportatIon Department. Such handlcapped Identlflcatlon card shall be lssued to
those persons who, In the discretlon of the Transportatlon Department, utlllzlng
rules set forth by the Federal Urban Mass TransportatIon Adminlstratlon, are deemed
to be handIcapped.
Sectlon 5. Legally bllnd persons who dIsplay approprIate Identlflcatlon
as determlned by the TransportatIon Department, WhlCh shall lnclude, but not be
llmlted to, a TransportatIon Department ldentlflcatlon card, a whlte cane, a seelng-
eye dog or a card Issued by the Brall1e InstItute, shall rlde free.

Sectlon 6. Notwlthstandlng the above general fare structure, the
followlng fares wlll be charged passengers traveling on freeway bus serVlce
behleen the Santa }1onlca/West Los Angeles area and Downtown Los Angeles

Sectlon 7. Transfers shall be lssued between the varlOUS 11nes of
the Santa Monlca Munlcipal Bus Llnes at no addltlonal charge to passengers for
contlnuous travel In the same general d1rectlon.
Sectlon 8. Inter-Agency transfers shall be lssued to passengers for
$.20
Section 9. The school tlckets herelnbefore referred to In Sectlon 2
of thlS resolutlon shall be avallable only to students attendlng an elementary
school, Junior hlgh school or hlgh school and valld only for travel to and from
school on regular school days between the hours of 7 A.M. and 6 P.M.
Sectlon 10. The college tlckets herelnbefore referred to In Sectlon 2
of thlS resolutlon shall be avallable only to students 20 years of age and under,
regularly attendlng a recognlzed college or unlverslty and valld only for travel
to and from school between the hours of 6 A M. and 6 P.M.
Sectlon 11. Those ellglble to recelve the school or college dlscount rate
shall be able to use cards purchased prlor to the effectlve date of thlS resolutlon
through Kovember 30, 1980.
Sectlon 12. Effectlve September 1, 1981 the college tlckets referred to
ln Sectlon 2 and 10 of this resolutlon shall be dlscontlnued. Thereafter such
college students shall pay the regular adult cash or token fare, except that the
Dlrector of Transportatlon may, at -hlS dlscretlon, lssue a 10 rlde college student
card prlced at the token rate of fare.
Sectlon 13. The Clty Clerk shall certlfy to the adoptlon of thlS resolutlon
and the same shall become effectlve on November 1st , 1980, and thenceforth and
thereafter the same shall be ln full force and effec~
