A RESOLUTIO!J OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA AUTHORIZING THE EXECUTION OF
A CONTR~CT BETWEEN THE CITY AND THE COUNTY
DEPARTMENT OF HEALTH SE}\VICES :fOR THE PERFORIvl-
ANCE OF CERTAIN SERVICES PURSUANT TO ORDINANCE
NO. 1175 (MASSAGr: PARLOR LICENSING LAlJ)
WHEREAS, Ordinance No. 1175 was adopted by the Clty
Counell on August 22, 1980, to repeal Chapter 12 of Article VI
of the Santa Monlca Municlpal Code, as amended, and to enact
In lts place a new Chapter 12 providing for the llcenslng of
massage parlors and of persons engaged for compensatlon in the
practlce of massage; and
WHEREAS, said ordlnance requlres that inspections of
premlses intended to be devoted to a massage establlshment or
presently operated as massage establlshments be conducted by
the County DepartMent of Health SerVlces and that sald Depart~ent
prepare, adminlster, and grade examinatlons to test the co~petency
and abllity of appllcants for masseurls permlts,
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY
RESOLVE AS FOLLOWS:
Sectlon 1. The City Cauncll hereby requests the Los
Angeles County Board of Su?erv~sors to ~nstruct the County
Department of Health Serv~ces to negatlate an agreement with the
City of Santa Monlca pursuant to which it wl11 conduct lnvestiga-
tions of premlses intended for use or used as massage establlshrnents

and conduct exam~nations to test the competency and ab~lity of
applicants for new masseur's perw~ts, wlth a fee for such
services to be establ~shed conmensurate with the costs thereof.
Section 2. The City Counc~l hereby author~zes execution
of the agreement attached as ~xh~bit A hereto for the performance
by the County Department of Health Services of the services
descr~bed in Section 1, and further authorlzes the City Attorney
to approve such changes in the form of the agreement as will
not substantlally alter the Clty'S rights or liab~lltles under
sa1d agreement.
Sectlon 3. The C~ty Clerk shall certify to the
adoption of thlS resolution, and thenceforth and thereafter the
same shall be ~n full force and effect.
