RESOLUTION NO. 6143
(CITY COUNCIL SERIES)
A RESOLUTION OF THE CITY OF SANTA MONICA APPROVING
THE APPLICATION FOR GRANT FUNDS UNDER THE STATE
LITTER CONTROL, RECYCLING AND RESOURCE RECOVERY
FUND.
WHEREAS, the Legislature of the State of California has enacted the
State Litter Control, Recycling and Resource Recovery Act which proV1des
funds to certain ent1ties for litter cleanup, litter law enforcement, litter
educat1on, and purchase of litter receptacles; and
WHEREAS, the State SOlld Waste Management Board has been delegated the
responsib1lity for the administratlon of the program, setting up necessary
procedures governing appl1cation by local agencies under the program; and
WHEREAS, said procedures established by the State SOlld Waste Management
Board requ1re the applicant to certify the approval of applicat10ns prior to
submission of said applications to the state.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the Clty Council approves the flling of an applicat10n
for fund1ng under the Litter Control, Recycling and Resource Recovery Fund.
SECTION 2. That the City Counc1l certifies that sa1d City understands
the general provisions of the grant agreement.
SECTION 3. That the C1ty Counc1l authorizes the City Manager or his
designee, as agent of the City, to conduct all negotiations, execute and
submit all documents including but not limlted to applications, grant
agreements, amendments and payment requests, which may be necessary for the
completion of the aforementioned program.

SECTION 4. The C1ty Clerk shall certify to the adoption of this
resolution and thenceforth and thereafter the same shall be in full
force and effect.
